Capstone Analytic is seeking a Performance Monitoring & Data Analyst to support federal health IT portfolio management, financial planning, acquisition support, performance analysis, and executive decision-making. This role is designed for a technically strong analyst who can take ownership of data collection, extraction, organization, validation, analysis, and insight generation across complex portfolio environments.
The Performance Monitoring & Data Analyst will reduce the data burden on cost estimators, cost engineers, FP&A managers, and senior operations research analysts by performing the detailed analytical work needed to support portfolio strategy and decision-making. This includes working with cost, schedule, performance, value, contract, operational, financial, and technical data.
This position is ideal for someone who is comfortable working with unfamiliar datasets, incomplete explanations, inconsistent sources, and evolving analytical questions.
The successful candidate must be able to ask the right questions, document assumptions, identify patterns, validate findings, and go to the appropriate stakeholders to understand what the data means. This role will focus on rigorous analytical work and insight development.
Collect, extract, clean, organize, validate, and analyze data from multiple financial, acquisition, schedule, performance, operational, contract, and technical sources.
Support portfolio performance monitoring by developing datasets, recurring metrics, analytical outputs, and insight summaries that help leadership understand portfolio health, value delivery, risks, and trends.
Analyze cost, schedule, performance, and value data to identify patterns, anomalies, gaps, dependencies, risks, and emerging issues.
Support cost estimators, cost engineers, FP&A managers, and ORSAs by performing detailed data analysis required for portfolio reviews, investment analysis, gap assessments, roadmaps, performance monitoring, and decision support.
Build and maintain structured datasets, data dictionaries, metric definitions, mapping tables, trackers, source documentation, and analytical workbooks.
Develop repeatable data collection and validation processes that reduce manual burden and improve consistency across recurring portfolio analysis.
Work with unfamiliar or poorly documented data sources to determine meaning, relevance, reliability, limitations, and appropriate analytical use.
Identify data integrity issues, inconsistent definitions, missing values, duplicate records, reconciliation gaps, and source conflicts.
Document assumptions, business rules, data transformations, source limitations, reconciliation logic, and analytical methods.
Support development of performance metrics that measure cost, schedule, operational performance, value realization, investment outcomes, risk, delivery progress, and portfolio alignment.
Conduct exploratory analysis to identify meaningful relationships across multiple data sources and capability areas.
Develop analytical outputs such as tables, charts, pivot models, trend analyses, variance analyses, data summaries, metric packs, and structured findings.
Support analysis of planned versus actual performance, funding versus execution, estimated cost versus actual cost, schedule progress, capability delivery, and benefit realization.
Work with stakeholders to clarify data meaning, resolve discrepancies, validate assumptions, and identify the right source of truth.
Coordinate with financial analysts, cost estimators, cost engineers, FP&A managers, ORSAs, acquisition professionals, technical teams, program managers, and product stakeholders.
Support dashboard and reporting development by preparing reliable datasets, metric logic, and analytical inputs.
Help identify whether portfolio performance issues are driven by cost, schedule, scope, execution, data quality, adoption, technical constraints, contracting issues, or other underlying causes.
Translate raw data into clear analytical insights that can be further shaped into executive-ready recommendations by senior team members.
Support ad hoc analysis, rapid-turn data calls, recurring reporting cycles, and portfolio performance reviews.
Maintain strong analytical rigor, quality control, and traceability across all work products.
Operate effectively in a fast-paced client environment with evolving requirements, incomplete data, and high expectations for accuracy and responsiveness.
Capstone Analytic is a fast-growing small business that is currently seeking a qualified Performance Monitoring & Data Analyst to join our team supporting our DoD Federal Client.
Bachelor’s degree in data analytics, information systems, computer science, statistics, mathematics, economics, finance, engineering, operations research, business analytics, or a related field.
5+ years of experience in data analysis, business intelligence, performance analysis, program analysis, financial analysis, operations analysis, portfolio analysis, or technical reporting.
Strong technical data analysis skills, including the ability to extract, clean, transform, organize, reconcile, and analyze data from multiple sources.
Strong Excel skills, including pivot tables, advanced formulas, lookups, data validation, structured tables, Power Query, and analytical workbook development.
Experience with at least one data analysis, database, programming, or visualization tool such as SQL, Python, R, Power BI, Tableau, Power Query, or similar platforms.
Ability to analyze data beyond traditional financial information, including cost, schedule, performance, value, operational, acquisition, contract, and technical data.
Ability to work with unfamiliar datasets, determine what the data may represent, identify gaps or inconsistencies, and ask informed questions to resolve uncertainty.
Strong critical thinking skills and ability to identify trends, anomalies, relationships, risks, and insights across complex datasets.
Ability to document assumptions, methods, sources, definitions, transformations, limitations, and analytical logic clearly.
Ability to communicate analytical findings clearly to internal team members, including FP&A managers, cost estimators, cost engineers, ORSAs, and technical stakeholders.
Comfort working in ambiguous environments where data may be incomplete, explanations may be unclear, and analytical requirements may evolve.
Ability to engage stakeholders professionally to gather information, validate assumptions, clarify data meaning, and identify the appropriate source of truth.
Strong attention to detail and commitment to data integrity, accuracy, traceability, and quality control.
Ability to manage competing data requests, recurring reporting needs, and rapid-turn analysis in a fast-paced client environment.
Ability to work independently while knowing when to elevate issues, ask questions, or seek stakeholder clarification.
Ability to obtain and maintain a federal security clearance; active Secret clearance preferred.
Experience supporting Department of Defense, Defense Health Agency, military health, VA, HHS, or other federal or commerical organizations.
Experience supporting health IT, EHR modernization, revenue cycle modernization, digital health, cloud modernization, data analytics, interoperability, cybersecurity, or enterprise IT portfolios.
Experience analyzing cost, schedule, performance, value, acquisition, contract, operational, or technical delivery data in a complex program environment.
Experience working with federal acquisition, PPBE, POM, budget execution, investment governance, program controls, or portfolio management data.
Experience with SQL, Python, R, Power Query, Power BI, Tableau, Dataverse, SharePoint lists, Excel Power Pivot, Microsoft Project, or similar data analysis and reporting tools.
Experience developing dashboards, metric libraries, automated reporting processes, data models, or recurring analytical products.
Familiarity with cost estimation outputs, lifecycle cost analysis, business cases, affordability analysis, earned value concepts, schedule analysis, or performance measurement.
Familiarity with agile delivery metrics, product performance metrics, help desk metrics, adoption metrics, system utilization data, operational KPIs, or value realization frameworks.
Experience working in consulting, federal contracting, program management offices, acquisition organizations, or portfolio management environments.
Ability to work with senior analysts and managers to convert technical analysis into findings that support strategic decision-making.
