Job summary

Capstone Analytic seeks a Senior Cost Engineer / Financial Data Integration Lead to support federal health IT portfolio management, budget analysis, and executive decision-making. You will design and maintain financial data architectures, ensuring accuracy, traceability, and consistent reporting across multiple sources.

Qualifications

  • Bachelor’s degree in finance, accounting, economics, business, data analytics, information systems, engineering, OR mathematics.
  • 8+ years of experience in cost engineering, financial analysis, budget analysis or related fields.
  • Strong understanding of financial data, budgets, forecasts, obligations, and reporting structures.
  • Ability to integrate financial information from multiple sources into coherent reporting products.
  • Strong data analysis skills to identify inconsistencies and trends.
  • Proficient in Excel, PowerPoint, and executive reporting.

Senior Cost Engineer / Financial Data Integration Lead

Capstone Analytic is seeking a Senior Cost Engineer / Financial Data Integration Lead to support complex federal health IT portfolio management, financial planning, cost analysis, acquisition support, and executive decision-making. This role is designed for a senior financial and analytical professional who can connect budget data, cost estimates, financial controls, execution data, contract data, reporting structures, and portfolio performance information into a seamless decision-support environment.

This is not a traditional cost estimator role. The successful candidate will be responsible for designing, improving, and maintaining the financial data architecture needed to support portfolio management, investment analysis, performance monitoring, and leadership decision-making. The role will ensure that financial data is accurate, traceable, well-structured, easy to use, and aligned across multiple sources so that portfolio strategy does not fail because of poor data quality, inconsistent reporting, disconnected tools, or lack of financial visibility.

The ideal candidate will bring experience in cost engineering, financial systems, budget analysis, cost analysis, financial reporting, data integration, and federal program execution. This person should be able to operate across finance, acquisition, program management, data analytics, and portfolio strategy. Over time, as the organization’s tools, processes, and reporting environment mature, this role may also support or lead cost estimation activities, cost model development, and lifecycle cost analysis.

Responsibilities

Lead financial data integration efforts across budget, cost estimates, financial controls, execution data, contract data, spend plans, reporting tools, and portfolio performance measures.

Design and maintain financial data structures that support portfolio management, investment analysis, executive reporting, and performance monitoring.

Develop integrated financial reporting processes that connect cost, budget, acquisition, contract, schedule, performance, and execution information.

Identify and resolve financial data integrity issues, including inconsistent data definitions, missing data, duplicate reporting, misaligned funding structures, inaccurate mappings, and reconciliation gaps.

Create repeatable processes for collecting, validating, reconciling, and reporting financial data across multiple systems and stakeholder groups.

Support portfolio leaders by ensuring financial data is structured in a way that enables analysis of trends, risks, cost drivers, funding gaps, execution issues, and cross-capability insights.

Develop and maintain financial dashboards, reporting templates, data dictionaries, mapping tables, reconciliation tools, and executive reporting products.

Partner with FP&A managers, cost estimators, data analysts, operations research analysts, acquisition professionals, financial managers, and program stakeholders to align financial data and reporting requirements.

Support the integration of cost estimate outputs into broader portfolio management, affordability analysis, investment planning, roadmap development, and performance monitoring processes.

Analyze budget, cost, execution, contract, and financial control data to identify patterns, anomalies, risks, and opportunities for improved decision-making.

Develop financial controls and reporting approaches that improve transparency, traceability, and confidence in portfolio-level analysis.

Ensure that financial data products are usable by senior leaders, portfolio managers, analysts, and program stakeholders.

Support the development of common financial reporting standards, naming conventions, data definitions, coding structures, and governance practices.

Help leadership understand the relationship between planned costs, estimated costs, obligated funding, actual execution, contract structures, and future resource needs.

Configure tools and analytical products that reduce manual reporting burden, improve consistency, and make recurring portfolio reviews more efficient.

Support financial scenario analysis, affordability assessment, investment tradeoff analysis, and long-range planning.

Help identify where current financial reporting processes are insufficient to support strategic portfolio management and recommend practical improvements.

Support cost estimation activities as needed, including cost model development, lifecycle cost analysis, cost data normalization, and estimate reconciliation.

Develop executive-ready financial summaries, dashboards, issue papers, and briefings that communicate complex financial information clearly.

Maintain documentation of data sources, assumptions, methods, mappings, limitations, and quality controls.

Operate effectively in a fast-paced client environment with demanding stakeholders, evolving priorities, and high expectations for accuracy and responsiveness.

Required Qualifications

Bachelor’s degree in finance, accounting, economics, business, data analytics, information systems, engineering, operations research, mathematics, or a related field.

8+ years of relevant experience in cost engineering, financial analysis, budget analysis, cost analysis, financial reporting, financial systems, program controls, data integration, or portfolio analysis.

Strong understanding of financial data, including budgets, forecasts, spend plans, cost estimates, obligations, expenditures, contracts, funding profiles, and financial reporting structures.

Demonstrated ability to integrate financial information from multiple sources into coherent, accurate, and usable reporting products.

Strong data analysis skills, including the ability to identify inconsistencies, reconcile differences, detect patterns, and explain financial trends.

Ability to design practical reporting structures, data mappings, data dictionaries, templates, controls, and repeatable analytical processes.

Strong Excel skills, including advanced formulas, pivot tables, data validation, lookup functions, financial modeling, and structured reporting.

Strong PowerPoint and executive communication skills, including the ability to explain complex financial data to senior leaders and non-financial stakeholders.

Experience using OneStream and ACEIT financial management and cost estimation software.

Ability to work across financial, acquisition, contract, technical, program, and portfolio stakeholders to gather requirements and resolve data issues.

Ability to document assumptions, sources, methods, data limitations, and reconciliation logic clearly.

Strong attention to detail and commitment to data integrity, traceability, and analytical rigor.

Ability to operate independently in ambiguous environments and turn unclear reporting needs into practical financial data solutions.

Ability to manage competing priorities, support rapid-turn analysis, and deliver high-quality products under tight timelines.

Ability to support a demanding client environment with professionalism, responsiveness, and sound judgment.

Ability to obtain and maintain a federal security clearance

Preferred Qualifications

Master’s degree in finance, accounting, economics, data analytics, systems engineering, operations research, business administration, information systems, or a related field.

Experience supporting the Department of Defense, Defense Health Agency, military health, VA, HHS, or other large commerical or federal organizations.

Experience supporting IT modernization, data and analytics portfolios, and finanical data integration for large/integrated portfolios ($500M/yr +).

Experience with federal budget, PPBE, POM, budget formulation, budget execution, acquisition lifecycle, investment governance, or major IT program financial management.

Experience connecting cost estimates, budget data, contract data, execution data, and program performance data into usable management reporting.

Experience with lifecycle cost analysis, cost estimating relationships, independent cost estimates, business case analysis, affordability analysis, or cost model development.

Experience with financial systems, ERP systems, business intelligence tools, or data integration tools.

Experience with Power BI, Tableau, SQL, Power Query, Python, R, SharePoint, Dataverse, Microsoft Project, or similar tools.

Experience developing dashboards, automated reporting tools, data models, financial controls, or executive reporting processes.

Familiarity with DoD financial management, acquisition reporting, contract financial management, earned value concepts, or cost/schedule integration.

Experience working with senior government executives, financial managers, program managers, contracting officers, acquisition leaders, portfolio managers, or technical stakeholders.

Active Secret clearance or higher.
