Job summary

Phoenix Rescue Mission is seeking a People Operations and Payroll Manager to be the trusted partner for leaders, ensuring fair treatment and accurate payroll across the organization. You will advise on employee relations, compliance, and payroll processes with ownership and growth potential.

The role requires experience in HR operations and payroll, proficiency with Paylocity, and a heart for nonprofit work and faith-driven values.

Qualifications

• Three to five years of progressive experience in HR operations, payroll, and employee relations.
• Hands‑on payroll processing in an HRIS such as Paylocity.
• Working knowledge of employment law, including FLSA, FMLA, and ADA.
• Bachelor’s degree in HR, business, or a related field preferred; equivalent experience considered.
• HR or payroll certification (PHR, SHRM‑CP, CPP, or similar) preferred.
• Nonprofit or mission‑driven experience preferred.
• Proficiency with Microsoft 365.
• A personal and growing relationship with Jesus Christ, and willingness to sign the Mission’s Statement of Faith and Lifestyle.

Responsibilities

• Coach managers and directors through attendance, performance, and performance improvement plan conversations.
• Protect compliance by staying current on employment law and managing workers’ compensation and unemployment claims.
• Own payroll: process bi-weekly and bonus payroll, including garnishments, with audits and reports.
• Be the go-to for employees on HR, payroll, and benefits questions.
• Maintain HRIS, personnel files, and benefits records.
• Support onboarding, terminations, and offboarding processes.
• Manage HR vendor relationships.
