Job summary

Washington County in West Bend, Wisconsin, seeks an experienced Human Resources Manager to lead HR functions for about 600 employees. This full-time onsite role supports recruitment, employee relations, benefits administration, training, safety, and performance management, reporting to the Director of Finance and Employee Experience.

The role emphasizes collaboration with county leadership to foster a positive workplace culture and ensure policy compliance across departments.

Qualifications

• Bachelor's degree in Human Resources, Business Administration, or a related field.
• Six (6) years of progressively responsible Human Resources experience.
• Strong knowledge of employment law, employee relations, benefits administration, leave management, and HR best practices.
• Valid Wisconsin driver's license.

Responsibilities

• Lead recruitment, onboarding, and retention efforts across County departments.
• Provide guidance to supervisors on employee relations, performance management, corrective action, and policy interpretation.
• Oversee employee benefits, leave administration, wellness initiatives, and HR compliance activities.
• Coordinate training programs and professional development opportunities for employees and leaders.
• Support compensation administration, position classification reviews, and market analysis.
• Assist with labor relations activities and collective bargaining support.
• Coordinate workplace investigations and employee concerns.
• Partner with County leadership to build a positive, engaged, and accountable workplace culture.
• Oversee employee safety initiatives, safety training programs, and related compliance activities.
• Maintain HR policies, procedures, reporting requirements, and personnel records.
