Job summary

Washington County in West Bend, Wisconsin, is seeking an experienced Human Resources Manager to lead recruitment, onboarding, benefits, employee relations, and compliance across about 600 employees. This full-time onsite role reports to the Director of Finance and Employee Experience and emphasizes building a positive, engaged workplace culture.

The successful candidate will oversee two HR Generalists and one HR Representative, coordinate training, safety programs, and labor relations support,

Qualifications

• Bachelor's degree in HR, business administration, or related field.
• Six years of progressively responsible HR experience.
• Strong knowledge of employment law, employee relations, benefits administration, leave management, and HR best practices.
• Valid Wisconsin driver’s license.

Responsibilities

• Lead recruitment, onboarding, and retention efforts across county departments.
• Provide guidance to supervisors on employee relations, performance management, and policy interpretation.
• Oversee benefits, leave administration, wellness initiatives, and HR compliance activities.
• Coordinate training programs and professional development opportunities.
• Support compensation matters, position classification reviews, and market analysis.
• Assist with labor relations activities and collective bargaining support.
• Coordinate workplace investigations and address employee concerns.
• Partner with county leadership to build a positive, engaged workplace culture.
• Oversee safety initiatives, safety training, and related compliance activities.
• Maintain HR policies, procedures, reporting requirements, and personnel records.
