Job summary

Washington County in West Bend, Wisconsin, is seeking an experienced Human Resources Manager to lead recruitment, onboarding, benefits, employee relations, and compliance across about 600 employees. Qualifications

• Bachelor's degree in HR, business administration, or related field.
• Six years of progressively responsible HR experience.
• Strong knowledge of employment law, employee relations, benefits administration, leave management, and HR best practices.
• Valid Wisconsin driver’s license.

Responsibilities

• Lead recruitment, onboarding, and retention efforts across county departments.
• Provide guidance to supervisors on employee relations, performance management, and policy interpretation.
• Oversee benefits, leave administration, wellness initiatives, and HR compliance activities.
• Coordinate training programs and professional development opportunities.
• Support compensation matters, position classification reviews, and market analysis.
• Assist with labor relations activities and collective bargaining support.
• Coordinate workplace investigations and address employee concerns.
• Partner with county leadership to build a positive, engaged workplace culture.
• Oversee safety initiatives, safety training, and related compliance activities.
• Maintain HR policies, procedures, reporting requirements, and personnel records.

We are seeking an experienced Human Resources Manager to support that mission by leading key HR functions and helping strengthen the employee experience across the organization.

Reporting to the Director of Finance and Employee Experience, this full-time onsite role is based in West Bend, Wisconsin and supports approximately 600 employees across a diverse range of County departments. The Human Resources Manager is the primary point of contact for daily operational support for two HR Generalists and one HR Representative while remaining actively involved in recruitment, employee relations, benefits administration, labor relations support, training, safety, compliance, and performance management. This is a hands-on role offering meaningful collaboration across the organization and the opportunity to partner directly with County leadership on workforce and culture initiatives.

What You'll Do

Qualifications

• Bachelor's degree in Human Resources, Business Administration, or a related field
• Six (6) years of progressively responsible Human Resources experience
• Strong knowledge of employment law, employee relations, benefits administration, leave management, and HR best practices
• Valid Wisconsin driver's license
