Downstreet is seeking a Human Resources Manager to lead our HR function for a 60-employee organization in Central Vermont. You will drive recruitment, employee relations, benefits, performance management, and compliance across diverse teams—including development, property management, facilities, and resident services.

We value collaborative leadership, equity, and practical problem-solving to strengthen workplace systems and staff engagement. Travel to Downstreet sites may be required.

Qualifications

• Bachelor's degree in Human Resources, Business Administration, Organizational Management, or related field and a minimum of 5 years of relevant professional experience.
• Experience in HR, employee management, organizational administration, or related field, with ability to manage complex personnel matters.
• Working knowledge of employment laws and HR best practices, or demonstrated ability to develop and apply this knowledge.
• Strong interpersonal, communication, and problem-solving skills, including the ability to navigate sensitive situations with professionalism, discretion, and sound judgment.
• Demonstrated organizational skills, attention to detail, and ability to manage competing priorities.
• Experience supporting supervisors, improving workplace systems, and building positive working relationships.
• Proficient in Microsoft Office Suite and ability to learn HR and payroll software.
• Commitment to equity and inclusion and social and economic justice.
• Professional HR certification is welcome but not required.

Responsabilités

• Oversee day-to-day human resources functions including recruitment, hiring, onboarding, employee relations, benefits administration, performance management, and employee records.
• Foster a positive, inclusive, and collaborative workplace culture reflecting Downstreet’s values and support staff retention.
• Partner with leadership to address staffing needs and support employee development.
• Manage recruitment processes: job postings, candidate screening, interview coordination, reference checks, onboarding.
• Provide guidance on performance, workplace concerns, disciplinary processes, and personnel policies.
• Ensure compliance with federal and Vermont employment laws and regulations, including wage and hour, leave administration, accommodations.
• Coordinate employee benefits and payroll-related processes with HR Coordinator.
• Maintain HR policies and complete personnel records and systems for compliant practices.
• Coordinate performance evaluations, professional development, and staff training.
• Support compensation planning, including salary reviews and job descriptions.
• Manage employee leave requests including FMLA and Vermont leave requirements.
• Support employee engagement and internal communications to foster an inclusive workplace.
• Identify opportunities to improve HR processes and implement practical solutions.
