Job summary

Vermont Housing Finance Agency (VHFA) is seeking an experienced HR professional to lead reliable, compliant, and employee-focused HR programs that strengthen our workforce and workplace culture. This is a reimagined role to administer systems, programs, and services that best support VHFA employees.

You will oversee HR administration, benefits, payroll coordination, recruitment, onboarding, employee relations, compliance, performance and development practices, and workplace culture initiatives,

Qualifications

• Bachelor’s degree plus at least 4 years of relevant HR experience.
• Strong working knowledge of HR administration, benefits, employee relations, recruitment, employment compliance, and organizational practices.

Responsibilities

• Lead HR Administration: administer programs, records, and workflows in compliance with agency requirements.
• Manage Benefits, leave, retirement, and employee services; provide guidance.
• Coordinate payroll information with Finance and HRIS to ensure accurate compensation and reporting.
• Support Talent Acquisition and onboarding, job descriptions, and staffing resources; advise managers on hiring practices.
• Guide employee relations, investigations, and policy questions; monitor workplace developments.
• Advance organizational effectiveness through performance management, development, succession planning, and culture initiatives.
• Use data to analyze workforce information and improve HR systems and service quality.
