JobAps in Rocky Hill, Connecticut seeks a Payroll Officer 1 for the Payroll Unit. The role oversees payroll accuracy, deductions, and benefits, and ensures compliance with state and federal laws while supporting budget processes.

The position is full-time, Monday–Friday, with responsibilities including supervising staff, processing complex payroll tasks, and answering employee payroll questions; prior payroll experience and knowledge of state policies are preferred.

Qualifications

• Five years of experience in complex clerical work in accounting or payroll.
• Two years of payroll preparation as principal responsibility.
• College training may substitute for experience (15 semester hours = 0.5 year, max 2 years).

Responsibilities

• Schedules, assigns, oversees and reviews work of staff.
• Provides staff training and assistance.
• Conducts performance evaluations.
• Determines priorities and plans unit work.
• Establishes and maintains unit procedures.
• Develops or recommends policies and standards.
• Acts as liaison with other units and outside officials.
• Prepares reports and correspondence.
• Reviews payroll accuracy including shift differential payments, increases, retirement calculations, and workers' compensation.
• Prepares or supervises complex portions of payroll such as retroactive payments or garnishments.
• Supervises reconciliation of payroll deductions and coding of payroll expenditures.
• Supervises maintenance of time records and leave balances.
• Supervises control and distribution of paychecks.
• Answers employees payroll questions.
• May compile payroll expenditure data for budget preparation.
• May provide information and process payroll benefits paperwork.
