Payroll Specialist

Location: Clackamas, OR - Onsite

Salary: $70,000 - $75,000

About the Role

This position serves as a core compliance and workforce administration pillar for a privately-owned commercial trade contractor in Clackamas, Oregon. As the Payroll and HR Specialist, you will manage weekly, monthly, and off-cycle multi-state payroll operations in Acumatica across Oregon, Washington, and California. Reporting directly to the HR and Payroll Manager, this seat takes full ownership of public works certified payroll reporting, including LCPtracker and state agency portal submissions, while supporting daily HR operations from onboarding to benefits administration.

The team is looking for a grounded, meticulous professional who brings a steady focus to tight weekly deadlines. You will act as an accessible resource for field supervisors, project managers, agency representatives, and craft employees, ensuring timekeeping data, wage rates, and employee inquiries are handled accurately and discreetly.

Key Responsibilities
  • Multi-State Payroll Operations: Process full-cycle weekly, monthly, and off-cycle payroll in Acumatica for hourly and salaried employees across Oregon, Washington, and California.
  • Timekeeping Audit & Job Costing: Import and audit timekeeping records from Trabea, verifying daily hours, job codes, and trade classifications; reconcile labor postings to general ledger and job cost records.
  • Certified Payroll & Compliance: Generate weekly certified payroll (WH-347) and upload reports into LCPtracker, Oregon BOLI, California DIR eCPR, and Washington L&I systems; verify prevailing wage rates, fringe benefits, and shift/zone differentials.
  • Subcontractor Compliance: Collect, track, and verify certified payroll documentation from lower-tier subcontractors on applicable public projects.
  • HR & Onboarding Support: Assist HR administration with new hire onboarding, I-9 verifications, benefits enrollment, employment verifications, and direct employee payroll questions.
  • Tax Filing & Audit Preparation: Assist with multi-state payroll tax filings, deposits, and documentation support for payroll tax or prevailing wage audits.
Requirements
  • Minimum of 2 years of full-cycle payroll processing experience.
  • Proficiency in Microsoft Excel (including lookups and pivot tables), Outlook, and Adobe Acrobat.
  • High level of discretion handling confidential employee, compensation, and medical data.
  • Accurate data entry and 10-key skills with a detail-oriented focus on documentation.
  • Strong written and verbal communication skills to interact with field staff, agency contacts, and management.
Preferred Qualifications
  • Experience with certified payroll, Davis-Bacon, or state prevailing wage reporting (Oregon BOLI, WA L&I, CA DIR, or LCPtracker).
  • Multi-state hourly payroll experience, particularly covering Oregon, Washington, and California.
  • Prior exposure to construction accounting software (Acumatica, Sage 300 CRE, Viewpoint Vista, Foundation) and timekeeping tools like Trabea.
