Job summary

Bell & Associates, Inc. is seeking a payroll professional to manage full-cycle payroll across multiple operating entities in the construction industry.

You will import and verify time data, maintain earnings and deductions with accuracy, and support weekly paydate cycles. Knowledge of certified payroll, Davis-Bacon, WH-347 reporting, and Vista by Viewpoint is highly valued.

Qualifications

  • 3+ years of full-cycle payroll processing experience in construction or multi-entity environments.
  • Knowledge of certified payroll, Davis-Bacon, WH-347 reporting.
  • Experience with Vista by Viewpoint or similar construction ERP is a plus.
  • Strong Excel skills (SUMIFS, pivot tables, reconciliation workbooks).

Responsibilities

  • Process weekly payroll for multiple operating entities in the ERP (Vista by Viewpoint).
  • Import, validate, and correct time data; verify hours, jobs, and phases against control totals and resolve exceptions before each pay run is finalized.
  • Enter and maintain earnings, deductions, stipends, garnishments, benefit elections, and shift differentials with a high degree of accuracy.
  • Support the weekly paydate cadence and process off-cycle, manual, and correction checks as needed.
  • Prepare, review, and submit certified payroll reports (WH-347 and state equivalents) for Davis-Bacon and state prevailing-wage projects on required deadlines.
  • Apply wage determinations, fringe-benefit rates, and worker classifications by project and jurisdiction.
  • Maintain compliance data and reporting through AASHTOWare and portals.
  • Respond to audits, inquiries, and contractor requests with accurate documentation.
  • Reconcile payroll registers week-over-week against control totals and documentation.
  • Research and resolve pay discrepancies in coordination with field operations and project teams.

Certified Payroll & Prevailing-Wage Compliance

  • Prepare, review, and submit certified payroll reports (WH-347 and state equivalents) for Davis-Bacon and state prevailing-wage projects on required deadlines.
  • Apply the correct wage determinations, fringe-benefit rates, and worker/trade classifications by project and jurisdiction.
  • Maintain compliance data and reporting through AASHTOWare and applicable agency/labor-compliance portals.
  • Respond to labor-compliance audits, agency inquiries, and general contractor requests with accurate, well-documented support.
  • Reconcile payroll registers week-over-week, validating rate, hours, deduction, and stipend changes against control totals and supporting documentation.
  • Reconcile hours across various sources to confirm completeness before processing.
  • Reconcile payroll liabilities, tax withholdings, and benefit deductions to supporting records and funding reports.
  • Research and resolve pay discrepancies, missed hours, and coding errors in coordination with field operations and project teams.

System Stewardship & Payroll Oversight

  • Maintain the accuracy and completeness of employee, job, rate, and deduction records across payroll and operational systems.
  • Contribute to process documentation and standardization as new entities are integrated into the Shared Services Center.
  • Experience: 3+ years of full-cycle payroll processing experience; construction, prevailing-wage, or multi-entity environment strongly preferred.
  • Compliance-Oriented: Working knowledge of certified payroll, Davis-Bacon/prevailing wage, WH-347 reporting, and multi-state payroll tax.
  • System-Savvy: Experience with Vista by Viewpoint or a comparable construction ERP is a plus; strong Excel skills (SUMIFS, pivot tables, reconciliation workbooks). AASHTOWare and HCSS experience is a plus.
