Job summary

Ecology Auto Parts, Inc. in Cerritos, CA, seeks an experienced Human Resources Business Partner who will own the payroll lifecycle across affiliated entities and serve as the lead HR advisor to executives.

Fluency in English and Spanish and hands-on payroll expertise (Paylocity preferred) are required to support a multi-site workforce. The role reports to the Chief Operating Officer/Chief Financial Officer and focuses on payroll integrity, employee relations, benefits administration, HRIS

Qualifications

• Fluency in English and Spanish required to communicate HR, payroll, benefits, and compliance information.
• Hands-on end-to-end payroll ownership for a multi-site workforce.
• Bachelor's degree in HR, Business Administration, or related field or equivalent experience.
• Seven+ years of progressive HR experience with emphasis on employee relations and HR operations.
• Direct Paylocity payroll and HRIS experience strongly preferred.

Responsibilities

• Own the complete payroll lifecycle from preparation to final payment and reconciliation.
• Administer payroll through Paylocity and maintain accurate payroll data.
• Coordinate payroll inputs across entities, departments, locations, and job classifications.
• Review time records, overtime, bonuses, commissions, deductions, and final pay for accuracy.
• Administer prevailing-wage and certified-payroll processes and reporting.
• Maintain payroll calendars, SOPs, reconciliations, and supporting documentation.
• Partner with Finance on payroll funding, GL coordination, tax matters, audits, and controls.
• Advise executives on employee relations, workforce planning, performance management, and policy application.
• Build strong relationships with leaders across corporate, transportation, field, and operations.
• Translate business needs into HR actions and provide clear risk-based recommendations.
• Provide HR guidance and support in English and Spanish during investigations, payroll, and policy discussions.
• Collaborate with Talent Acquisition on staffing needs without duplicating recruiting ownership.
• Support organizational change, job design, succession planning, retention efforts, and management development.
• Lead workplace investigations and guide managers through corrective actions with proper documentation.
• Maintain knowledge of California and federal employment requirements, wage-hour laws, and recordkeeping obligations.
• Develop and communicate HR policies and procedures; ensure consistent application across the organization.
• Coordinate with leadership and legal on sensitive employee matters, audits, and compliance risks.
• Oversee employee benefits administration, enrollment, invoicing, and vendor coordination.
• Administer LOA and accommodation processes in coordination with stakeholders.
• Own HRIS data integrity and workflow governance in Paylocity with reporting and audits.
• Maintain confidential employee records and generate HR, payroll, and compliance reports.
