Job summary

Pro Max Fence Systems, LLC seeks a seasoned Payroll Manager to oversee end-to-end payroll for hourly, salaried, union, and non-union staff across multiple states. The role emphasizes compliance with Davis-Bacon and prevailing wage reporting, processing complex payrolls on a weekly and bi-weekly cadence, and driving process improvements.

The ideal candidate will bring 5+ years of payroll leadership experience, strong knowledge of payroll tax regulations, and proficiency with NetSuite or similar

Qualifications

  • Bachelor's degree in Accounting, Finance, or related field; equivalent experience considered.
  • 5+ years of progressive payroll experience with leadership or management responsibilities.
  • 3+ years managing multi-state payroll operations.
  • Experience with construction industry payroll and prevailing wage reporting.
  • Strong knowledge of federal, state, and local payroll tax regulations.
  • Certified Payroll Professional (CPP) designation is preferred.

Responsibilities

  • Manage end-to-end payroll for hourly, salaried, union, and non-union staff.
  • Process weekly, bi-weekly, and special payrolls accurately and timely.
  • Review payroll transactions including wages, deductions, bonuses, and reimbursements.
  • Maintain payroll records and ensure data integrity in payroll and HRIS systems.
  • Administer payroll across multiple states and jurisdictions.
  • Ensure compliance with wage laws and reporting requirements.
  • Coordinate tax filings and payroll audits as needed.
  • Monitor legislative changes affecting payroll operations.
  • Oversee prevailing wage and certified payroll reporting for public works.
  • Ensure Davis-Bacon and related labor regulations compliance.
  • Collaborate with project managers, field ops, and accounting to validate labor classifications.
  • Oversee union payroll requirements and fringe benefits calculations.
  • Improve payroll processes, controls, and procedures.
  • Support HR, Finance, and Operations to resolve payroll issues.
  • Assist with audits and regulatory inquiries.
  • Prepare payroll-related reports for management and project teams.
  • Reconcile payroll accounts and support month-end/year-end closing.

Position summary

The Payroll Manager will be responsible for ensuring accurate and timely payroll processing, compliance with federal, state, and local regulations, and administration of complex payroll requirements including multi-state payroll, union payroll, certified payroll, and prevailing wage reporting. The role will lead payroll operations while driving process improvements and compliance initiatives.

Job responsibilities and duties
  • Manage the end-to-end payroll process for hourly, salaried, union, and non-union employees.
  • Ensure timely and accurate processing of weekly, bi-weekly, and special payrolls.
  • Review payroll transactions including wages, deductions, garnishments, bonuses, and reimbursements.
  • Maintain payroll records and ensure data integrity within payroll and HRIS systems.
  • Administer payroll across multiple states and jurisdictions.
  • Ensure compliance with state and local tax regulations, wage laws, and reporting requirements.
  • Coordinate registration, tax filings, and payroll audits as necessary.
  • Monitor legislative changes impacting payroll operations.
  • Oversee prevailing wage and certified payroll reporting requirements for public works projects.
  • Ensure compliance with Davis-Bacon Act, state prevailing wage requirements, and related labor regulations.
  • Work closely with project managers, field operations, and accounting teams to validate labor classifications and wage rates.
  • Manage union payroll requirements, fringe benefit calculations, and reporting obligations where applicable.
  • Establish and improve payroll processes, controls, and procedures.
  • Partner with HR, Finance, and Operations to resolve payroll-related issues.
  • Support internal and external audits and respond to regulatory inquiries.
  • Prepare payroll-related reports for management, finance, and project teams.
  • Reconcile payroll accounts and assist with month-end and year-end closing activities.
Requirements & Qualifications
  • Bachelor's degree in Accounting, Finance or related field; equivalent experience considered.
  • 5+ years of progressive payroll experience, including payroll leadership or management responsibilities.
  • 3+ years managing multi-state payroll operations.
  • Experience processing payroll within the construction industry.
  • Strong knowledge of prevailing wage, certified payroll reporting, and Davis-Bacon compliance.
  • Working knowledge of federal, state, and local payroll tax regulations.
  • Advanced proficiency with payroll software and Microsoft Excel.
  • Certified Payroll Professional (CPP) designation (preferred).
  • Experience with union payroll administration (preferred).
  • Experience with ERP systems construction-focused payroll platforms (preferred).
  • Knowledge of labor law and payroll regulations (preferred).
  • Strong analytical, organizational, and problem-solving skills.
  • Experience with ERP systems (NetSuite and payroll systems preferred); AIA documentation and lien waiver experience a plus.
  • Strong organizational skills with the ability to multitask and work independently with minimal supervision.
  • Excellent communication and interpersonal skills.
Working conditions:

Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to lift and carry small packages and other items, to walk short distances, and drive a vehicle to deliver and pick up materials.
