Job summary

Blytheville School District is seeking a Payroll Manager to oversee accurate payroll processing, time and attendance, and benefits coordination at the District Office. The role ensures compliance with FLSA, FMLA, and EEO while handling confidential information with integrity.

The ideal candidate will have 3-5 years of payroll/HR/finance experience, strong communication skills, and proficiency with payroll software such as eFinance, plus Google and Microsoft Office tools.

Reports to: Director of Finance

FLSA Status: Non-Exempt

Location: District Office

Contract Length: 240 Days

Job Summary: The Payroll Manager is responsible for accurately and efficiently processing employee payroll, ensuring timely and correct compensation while adhering to federal, state, and local policies and regulations related to employment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Payroll Processing
  • Enter new hires in eFinance, ensuring accuracy based on:
    • District salary schedule
    • Board approval
    • Appropriate job and location codes
  • Utilize salary schedule information to ensure accurate employee earnings.
  • Calculate and process:
    • Employee wages and salaries
    • Hours worked and overtime pay
  • Determine withholdings, deductions, and net pay in accordance with state and federal guidelines.
  • Prepare and distribute payroll checks or direct deposits.
  • Balance payroll earnings and deductions
  • Process payroll changes, including:
    • Payroll deductions
    • Salary adjustments
    • New employee information (e.g., W-4 forms)
  • Ensure accuracy and adherence to procedures prior to processing payroll.
  • Develop a process for, and maintain accurate and up-to-date payroll records, including:
    • Employee payroll information
    • Leave records
    • Service records
  • Conduct ongoing review of compensation and benefits:
    • As recorded on contracts
    • Within eFinance
    • In accordance with district policy and board approval
  • Prepare and submit payroll reports and forms to government agencies (e.g., IRS, state employment agencies).
  • May assist in annual audits of payroll records.
Time and Attendance
  • Coordinate the collection and verification of employee timesheets and attendance data.
  • Communicate with staff to ensure the accuracy of reported information.
Benefits Administration
  • Coordinate with EBD (Employee Benefits Division) for all necessary reports and information.
  • Coordinate employee benefit processes, including:
    • Annual open enrollment
    • New employee enrollment for insurance and other benefits
  • Coordinate with other pertinent benefit providers to ensure benefits for BSD personnel.
Employee Support and Communication
  • Respond to employee inquiries regarding:
    • Pay
    • Deductions
    • Benefits
  • Work with employees to explain and resolve discrepancies in payroll information.
Compliance and Confidentiality
  • Coordinate compliance efforts with labor regulations, including:
    • Fair Labor Standards Act (FLSA)
    • Family Medical Leave Act (FMLA)
    • Equal Employment Opportunity (EEO)
  • Maintain confidentiality of all employee payroll and sensitive information.
General and Other Duties
  • Perform other duties and responsibilities as assigned by the supervisor.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge
  • Federal, state, county, and city statutes, rules, and policies related to employment and payroll.
  • Blytheville School District and departmental policies and procedures.
  • State systems for payroll processing, including eFinance.
  • Employment regulations including FLSA, FMLA, and EEO.
Skills
  • Strong verbal and written communication skills with the ability to convey information clearly and precisely.
  • Excellent organizational skills and attention to detail.
  • Proficiency in operating a personal computer and using a variety of software applications.
  • Ability to manage multiple tasks and meet deadlines with minimal supervision.

MINIMUM QUALIFICATIONS:
  • 3-5 years of experience in payroll or human resource or finance related roles, preferably within a school setting.
  • Proficiency in payroll software systems and e-Finance
  • Proficiency in Google and Microsoft Office applications and basic office technologies.
  • Ability to handle confidential information with discretion and integrity.
  • Attention to detail and ability to manage multiple tasks.
OTHER REQUIREMENTS:
  • May be required to lift and carry heavy, bulky supplies and materials weighing up to 50 pounds.
  • May be required to work outside during normal working hours.
  • May be required to travel to perform work functions.
