Qualifications

• Associate degree or 3 years of relevant experience in payroll/HR
• Municipal or governmental payroll experience preferred
• Experience with payroll taxes, deductions, and reporting preferred
• Ability to maintain confidentiality and handle sensitive information
• Proficient with computers and HR/payroll systems

Responsibilities

• Process and reconcile bi-weekly payroll for City employees and City Council
• Coordinate recruitment, onboarding, HRIS setup, and employee separation processes
• Process payroll changes, including new hires, transfers, promotions, and deductions
• Administer employee benefits transactions and Open Enrollment events
• Prepare payroll tax payments and reporting (Forms 941, W-2) and TMRS contributions
• Maintain confidential personnel, payroll, and HRIS records
• Provide guidance on payroll, benefits, leave, and HR policies
• Assist audits with confidentiality and accuracy
