Job summary

City of New York is seeking a Payroll Funding Analyst for the Payroll Funding, Certification and ACH Unit. The role involves funding City payrolls, calculating EFT escrows, and reconciling ACH and pension payroll files while coordinating with multiple systems.

The position is based at 5 Manhattan West, NY, with a 35-hour day shift. Ideal candidates have a master’s or relevant combination of education and experience, and strong Excel and communication skills to support complex funding processes

Qualifications

• Master's degree in economics, finance, accounting, public administration, or related field.
• Bachelor's degree with 2 years of professional experience in budget/financial administration or related area.
• Associate degree with 4 years of professional experience as described.
• High school diploma or equivalent with 6 years of experience.
• Combination of education and/or experience equivalent to the above; college credits may substitute for experience.

Responsibilities

• Fund all City agencies’ payrolls by preparing Schedule of Funding Forms using RMDS reports and submitting PRB1/PHM documents in FMS.
• Calculate EFT escrow amounts and prepare funding schedules for EFT escrows, EFT Net Pay and negative escrows.
• Confirm net pay and escrow deductions ACH credit files for PMS and PPMS and release these files via Infodex system.
• Make daily bank deposits into City accounts using IDD devices and distribute deposits via email.
• Assist with check refunds, direct deposit reversals and negative one-time deductions for direct deposit credit returns.
• Respond to direct deposit inquiries by phone or email; perform other payroll funding tasks as assigned.
