Job summary

NYC Department of Health and Mental Hygiene in New York City seeks an Accountant, Assignment Level II, to oversee the Payroll Examination Unit within the Division of Finance. Under the Director of Payroll, you will supervise daily operations, ensure accurate payroll processing, and lead staff through complex analyses and reconciliations.

Qualifications

• A baccalaureate degree with 24 semester credits in accounting, including one course each in advanced accounting and auditing.
• A valid New York State Certified Public Accountant license.
• At least one year of experience as Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.

Responsibilities

• Supervise daily activities of the Payroll Examination Unit to ensure timely payroll transactions.
• Oversee analysis of payroll reports generated through PMS and Pi systems.
• Ensure accurate processing of retroactive salary adjustments, additions to gross pay, threshold overtime, maturations, and other payroll transactions.
• Review and approve one-time payments, including unused leave balances and legal settlements.
• Monitor payroll activities to ensure compliance with OPA, OLR, and collective bargaining requirements.
• Prepare bi-weekly payroll summaries and supporting documentation for payroll certification.
• Oversee processing of adjustments, tax inquiries, EFT reversals, and other payroll transactions.
• Research and resolve complex payroll issues received through tickets, emails, and inquiries.
• Coordinate with HR, Timekeeping, Compliance, and other stakeholders to resolve payroll issues.
• Develop unit procedures, provide staff training, and ensure compliance with policies.
• Prepare management reports and analyze payroll data to propose improvements.

Education

Bachelor's degree with 24 accounting credits
