Job summary

SmartRecruiters, Inc. is assisting in recruiting for the NYC Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) Director of Payroll Customer Service. This role directs six units to ensure compliant payroll customer service to city employees.

The Director will oversee procedures, deductions, Transit Benefits, check distribution, and union services, while providing administrative leadership to the team and delivering analytical reports on program impacts.

Qualifications

• A baccalaureate degree from an accredited college or university with 24 accounting credits and four years of professional accounting or auditing experience, including supervisory experience.
• A valid New York State CPA license and at least 18 months of satisfactory professional accounting or auditing experience in an administrative, managerial or executive capacity.

Responsibilities

• Analyze, document, implement, and monitor procedures for Check Replacements, Ordered Deductions, Transit Benefits, Check Distributions, Payroll Refunds & Adjustments, and Union Services to ensure compliance with regulations.
• Manage the check replacement process for city employees, agencies, and external entities.
• Oversee deductions/payments for court and administrative orders.
• Manage Transit Benefit program and payments to contractors.
• Distribute city paper checks and direct deposit statements.
• Process payroll check cancellations, beneficiary payments, and overpayments recoupment.
• Manage union/dues and political deductions with schedules, reconciliations, and reports.
