A leading city agency seeks a Payment Analyst to manage financial processes and ensure accurate invoice handling. THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $59,715.00 - $68,672.00.
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PRINCIPAL ADMINISTRATIVE ASSOCIATE.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare, juvenile justice services, and community supports. ACS manages community-based supports, foster care services, and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The ACS Division of Financial Services (DFS) supports, plans, implements, and monitors the agency’s fiscal functions in accordance with City, State, and Federal guidelines. This includes managing the ACS budget, submitting monthly revenue claims, processing payments to providers and vendors, monitoring financial health through reviews and audits, maintaining bank accounts, overseeing financial eligibility, and maintaining financial data systems.
The PASSPort Payment Services Unit within DFS processes over 3,390 payments across nearly 300 contracts, including Preventive, Family Enrichment Centers, Homemaking, Community Partnerships, Parent Advocate, Analytic, Limited Secure Placement, Non-Secure Detention, Non-Secure Placement, Aftercare, and other DYFJ human services contract payments. These programs require efficient invoicing processing.
DFS seeks a Payment Analyst proficient with systems such as the New York City Financial Management System (FMS), the New York State Benefits Issuance and Control System (BICS), PASSPort, and other internal systems. Responsibilities include reviewing and processing invoices for various payment types within HHS Accelerator, PASSPort, and FMS, providing data entry support, analysis, and generating reports.

Minimum Qualifications
Education and/or experience equivalent to the above, with at least one year of supervisory experience, is acceptable. Education above high school may substitute for experience at a rate of 30 credits for 6 months, up to 3.5 years.
