Job summary

Hill International is seeking a Pavement Manager in Houston, Texas to lead pavement rehabilitation projects. You will advise on strategies for hot mix asphalt and concrete, coordinate with the owner on preferred approaches, and supervise on-site quality control and inspection teams to ensure project success.

You will also manage field records, review contractor operations for schedule adherence, and lead weekly progress meetings while ensuring contractor and staff understand contract revisions

Qualifications

• Minimum 10+ years of relevant experience in construction management.
• Willingness to work full-time on-site in Houston, TX.
• Experience with hot mix asphalt and concrete pavement construction.
• Texas engineering license or ability to obtain within 6 months.

Hill International is seeking a Pavement Manager in Houston, Texas.

• Advise on pavement rehabilitation strategies for both hot mix asphalt pavement and concrete; coordinates with owner and their selection of their preferred rehabilitation strategy; knowledge of cost, time and construction practices for the range of rehabilitation strategies used in the Houston area. Ability to delineate areas in the field for rehabilitation including but not limited to base repair, stitching, reinforced grid and justify the recommendations.
• Supervise and direct on-site personnel involved in quality control work – including personnel administration (performance and wage reviews, promotions, time off, etc.), technical direction of activities, resolution of problem areas and/or questions.
• Provide directions to and scheduling of inspection staff. Provide guidance to inspectors to ensure proper and consistent inspection techniques/requirements are implemented.
• Ensure that project field staff produce and maintain required project records.
• Ensure that appropriate field staff members are informed of and understand contract revisions and design discrepancies, and that field staff follow through with same.
• Review contractor’s work operations, crew size, production rates, etc. To ensure compliance with the project schedule. Identify activities which are or may become critical to the schedule.
• Monitor/resolve complaints or issues from residents, businesses and governing authorities.
• Hold Weekly Progress Meetings and issue minutes.
• Hold Pre-Installation Meetings and issue minutes.
• Interact with the owner, as necessary, to ensure their satisfaction with the project.
• Provide necessary outgoing correspondence or documents and ensure compliance and/or correctness
• Participate in review board meetings to resolve nonconformance areas. Follow-up to ensure corrections are implemented.
• Perform internal audits to ensure quality control requirements are implemented and/or maintained.
• Perform inspection of work in various disciplines as required.
• Coordinate quality control materials management program with job site departments and contractors.

Qualifications

• Bachelor’s degree in Construction Management, Civil Engineering or related field
• 10+ years of relevant experience in construction management
• Must be willing to work full-time on-site
• Experience with hot mix asphalt pavement and concrete pavement construction
• Licensed for engineering in the State of Texas (or ability to get licensed in 6 months)
