Position Summary

Provides comprehensive administrative, clerical, receptionist, financial, and operational support to the Parks and Forest Department. This position is responsible for coordinating office operations, maintaining records and databases, supporting public services, and performing fiscal management functions including accounts payable/receivable, budgeting assistance, grant reimbursement tracking, and financial reporting. The role ensures accuracy, compliance, and efficiency in departmental financial and administrative operations.

Qualifications
Fiscal & Financial Management
  • Maintain financial records, ledgers, and budgets for park and forestry programs.
  • Process accounts payable and receivable, including invoices, billing, and payments.
  • Reconcile transactions and keep general ledger accounts accurate.
  • Record and verify revenue from park fees, rentals, timber sales, and firewood sales; ensure correct coding of expenses.
  • Maintain financial records for timber and firewood sales and follow contract and state requirements.
  • Track overdue accounts and follow up on unpaid fees, permits, and services.
  • Assist with payroll records, seasonal labor tracking, and grant reimbursements.
  • Help prepare and monitor budgets for park and forestry operations.
  • Support audits and prepare required financial documentation and reports.
  • Prepare monthly, quarterly, and annual financial reports.
  • Use financial software for data entry, reporting, and account reconciliation.
  • Provide year end assistance including reconciling liability accounts, off road fuel tax refunds, and facility requests
Administrative & Operational Support
  • Provide receptionist and general office support for the Parks and Forest Department.
  • Perform timber and firewood sale administration including bid notices, contract preparation, documentation, and closeout reporting in compliance with state statutes.
  • Maintain accurate records for departmental programs, permits, passes, and park operations.
  • Issue park passes, manage reservations, and respond to public inquiries.
  • Coordinate picnic shelter and facility reservations across county parks.
  • Maintain and update departmental websites, phone systems, and reservation platforms.
  • Prepare purchase requisitions, track supplies, and assist with inventory management.
  • Coordinate seasonal operational needs including bids for services such as septic and waste removal.
  • Track violations and coordinate with enforcement agencies as needed.
  • Assist with grant applications and reimbursement requests for state-funded programs (e.g., trails and forest roads).
  • Provide clerical support to committees, including agenda preparation, minutes, and meeting materials.
  • Perform expo center administration tasks including contracts, collecting required documentation, and completing winter storage requests.
  • Serve as backup support for related departmental divisions as needed.
  • Perform other duties as assigned.
Training And Professional Experience Qualifications
  • Associate degree in business administration, accounting, or related field preferred
  • Minimum of three (3) years of full-time administrative support experience, including recordkeeping and public interaction.
  • At least one (1) year of experience handling financial transactions or cash management.
  • Appointment will be conditional upon successful completion of credit and criminal background checks.
Desired Training And Professional Experience Qualifications
  • Experience with governmental accounting, budgeting, or public sector financial systems preferred.
  • Experience with payroll processing and grant reporting is preferred.

Paid Time Off (PTO):

Accrual is based on years of service with the County, starting at 6.4 hours accruing each pay period (20.8 days per year), with the maximum accrual rate of 35.75 days per year. All new hires at Eau Claire County receive 40 hours of front-loaded PTO upon hire, which they may begin using immediately. *Manager PTO accrual available upon request*

Holidays:

Eleven paid holidays: New Year's Day, Martin Luther King, Jr. Day, a Spring Holiday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, the Day after Thanksgiving, Christmas Eve Day, Christmas Day and New Year's Eve Day.

Retirement:

The County provides a retirement account in Wisconsin Retirement System (WRS). Employees pay one-half of the actuarially required contributions.
