Job Description

This position acts in a supervisory role to maintain an orderly and safe use of parking resources on campus through educational and enforcement activities and coordinates enforcement activities with special events and construction activities. This position directly supervises, trains, and evaluates parking enforcement staff to ensure consistent enforcement practices in the field. This position serves as a front‑line ambassador for the department and the University when interacting with customers or the general public.

Responsibilities

70% – Supervisory responsibilities include daily scheduling, field coverage support, information/records administration, office/field technology administration, team building, and problem solving.

10% – Monitoring parking facilities on UTK campus, citing and towing illegally‑parked vehicles, collecting data, and providing general campus and regulatory information to the public.

10% – Human Resource Administration, this position manages, develops, and supports their team of parking enforcement officers.

  • This includes recruiting and on‑boarding new officers, which involves participating in the hiring process, conducting interviews, and overseeing initial training on university policies, citation procedures, equipment use, and customer service standards.
  • The supervisor manages employee scheduling and shift assignments, ensuring adequate patrol coverage across all lots, zones, and high‑traffic periods such as major campus events or the start of semesters.
  • Performance management is a core responsibility, including conducting regular performance evaluations, setting measurable goals for officers, documenting disciplinary actions, and providing ongoing coaching and feedback to improve individual and team effectiveness.
  • Tracking attendance, managing leave requests, and ensuring compliance with university policies would also fall under this purview.

10% – Statistical analyses, this position will use statistical analyze office productivity metrics to evaluate performance and identify training needs.

  • They will also conduct trend analysis to assess revenue generation, fine collection rates, and budget forecasting to ensure the unit meets its financial targets.
  • Comparative analysis is used to benchmark enforcement outcomes across different lots, and time periods, helping to reallocate staffing or adjust patrol schedules based on violation hot spots.
  • The supervisor would also oversee compliance reporting, tracking appeal outcomes, repeat offender patterns, and escalated enforcement actions like tows to evaluate policy effectiveness.
  • More advanced inferential statistics, such as regression modeling and correlation analysis, might be applied to understand how variables such as student enrollment, campus events, construction, or new permit policies impact overall parking behavior.
