Job summary

Stantec seeks an Owner's Advisor to join our program team and support DC Water on a nearly $2-billion, 10-year capital program at Blue Plains. This full-time role is co-located with DC Water staff at the PMO and focuses on design-build and CM at risk delivery.

The OA leads contract management, guides delivery method selection, and coordinates design, cost, and schedule to meet owner expectations while supervising field teams on the job site.

Qualifications

• Bachelor of Science degree in engineering and minimum fifteen years of experience on multi-discipline construction projects.
• Registered as a Professional Engineer in DC, or ability to obtain within 6 months.
• Experience with large water/wastewater facilities and co-located teams.

Responsibilities

• Manages one or more collaborative delivery contracts from pre-construction through construction.
• Guides delivery method selection, RFQ/RFP development, and contractor procurement.
• Coordinates design meetings, monitors cost/schedule/quality, and reports to the owner.
• Oversees field personnel, observes construction, and ensures compliance with plans and codes.
• Reviews inspections, test plans, and contractor GMP/CFP documentation, and supports issue resolution.
