San Bernardino County's Department of Behavioral Health invites experienced behavioral health leaders to apply for the Licensed Behavioral Health Program Manager II, overseeing outpatient clinics in Rialto, CA. This role combines clinical knowledge with operational leadership to ensure high-quality, client-centered care.

The incumbent will supervise staff, manage budgets, and drive program development in alignment with CalAIM, BH-CONNECT, and BHSA standards, while building strong community

Competenze

• Master's or Doctoral degree in behavioral health or closely related field.
• CA state licensure as a licensed clinician (LCSW/LMFT/LPCC/LP/LPCC).
• Minimum 3 years of supervisory experience in mental health/substance use services.
• Experience in program/workforce management and budget oversight.

• Lead clinic operations and oversee administrative and clinical functions of a large multidisciplinary outpatient behavioral health program.
• Supervise, mentor, and develop supervisory staff promoting accountability and professional growth.
• Develop, plan, implement, and evaluate behavioral health programs and services to align with CalAIM, BH-CONNECT, BHSA.
• Lead workforce planning, including hiring, staffing, and education-related proposals.
• Manage program budgets and resources with input into annual budget development.
• Monitor clinic performance and outcomes, analyze data, and prepare monthly reports for executive leadership.
• Oversee facility and space utilization to support effective service delivery.
• Build and strengthen community partnerships with DBH and partners.
• Provide oversight of contracted services, monitoring performance and audits.
• Establish policies and operational practices that are trauma-informed and client-centered.
