Job summary

NAVFACMAR is seeking an OT Network Administrator to provide senior-level network engineering, administration, cybersecurity, and support for FRCS, ICS, and BMS environments on-site at Santa Rita, Guam. The role emphasizes OT-safe practices to maintain deterministic performance of critical facility operations.

Qualifications

• U.S. citizenship required.
• Minimum of five (5) years of advanced network administration experience.
• Minimum of three (3) years with ICs, SCADA, BMS, FRCS, or similar IT/OT environments.
• Expertise in OT network administration, segmentation, firewall rules, routing, switching, and industrial protocols.
• Knowledge of Purdue Model/Purdue Enterprise Reference Architecture and IT/OT boundary security."
• Experience with industrial protocols such as BACnet/IP, Modbus TCP, DNP3, CIP, etc.
• DoD cybersecurity requirements and RMF concepts applicable to ICS/OT.
• Ability to implement OT-safe methodologies to avoid disruption to critical systems.
• Experience with Wireshark for packet/protocol analysis.
• Strong written and spoken English communication for government, engineers, cybersecurity personnel, vendors.

Responsibilities

• Configure, secure, and troubleshoot OT/industrial networks including switches, routers, firewalls, Data Diodes, and related tech.
• Design and support Layer 2/3 architectures for FRCS, ICs, SCADA, and BMS environments.
• Manage redundancy and resiliency technologies to ensure deterministic traffic flow.
• Implement network segmentation and micro-segmentation per the Purdue model.
• Manage OT-specific firewalls, ACLs, and Data Diodes; oversee PPSM requirements across IT/OT boundaries.
• Support BACnet/IP, LonWorks, Modbus TCP, DNP3, CIP, and related protocols.
• Apply STIGs using OT-safe methods to minimize disruption to equipment.
• Serve as Tier III escalation for outages, routing issues, and network degradations.
• Perform packet/protocol analysis with Wireshark; coordinate remediation with engineers and vendors.
• Develop topology diagrams, inventories, baselines, and SOPs; maintain backups of key network devices.
• Support RMF activities for NAVFACFRCS environments including artifacts, PPSM docs, and POA&M.
