Job summary

Idaho National Laboratory is seeking an OffSite Source Recovery Business Specialist to support contract administration, financial planning, and reporting for OSR activities within Energy and Environment Science and Technology.

You will collaborate with procurement, vendors, and technical staff to ensure compliance, produce monthly reports to NNSA, and help drive program execution while adhering to DOE clearance requirements.

Qualifications

• Level 2: Bachelor's in business/finance/PM or related field, with 2+ years experience or a Masters.
• Level 3: Bachelor's in business/finance/PM or related field, with 5+ years experience or Masters plus 2 years.
• Experience in contract administration, financial analysis, project controls, or related disciplines.
• Strong analytical and organizational skills with ability to manage multiple tasks and deadlines.
• Proficiency with financial planning tools and spreadsheets.
• Strong communication skills and ability to work across teams.
• Must be able to obtain and maintain a DOE 'L' clearance; requires US citizenship.

Responsibilities

• Accrue vendor contracts upon completion of recovery activities and maintain accurate documentation.
• Monitor active contracts to ensure compliance and alignment with program needs, including tracking period of performance dates, CCR requirements, ceiling amounts, and SOW modifications.
• Coordinate with procurement, vendors, and technical staff to ensure proper contract closeout, amendments, and updates.
• Develop and maintain program finance plans, annual and multi year spend plans, and cost projections.
• Support program financial reporting, including analysis of expenditures, burn rates, and funding utilization.
• Assist in ensuring annual carryover limits are monitored and maintained in accordance with program and NNSA requirements.
• Participate in routine financial reviews and provide data to leadership to support informed decision-making.
• Prepare monthly reports for NNSA headquarters and OSR project leadership, ensuring accuracy, clarity, and timely submission.
• Compile financial and contractual data from multiple program areas to meet internal and external reporting requirements.
• Provide cross-functional support to project managers and technical teams to ensure financial and contractual information is properly integrated into program execution.
