Primary Function/General Purpose of Position

This role is responsible for designing and deploying innovative solutions that enhance organizational performance and agility. As a core member of the Organization Effectiveness (OE) team, this position collaborates with leaders across the system to co-create strategies that accelerate change, optimize organization design, and elevate team performance. With a strong focus on adaptability and continuous improvement, this role leverages data-informed insights and tools like lean, agile, and other performance methodologies to drive transformation efforts across Human Resources and the broader ministry. In partnership with HR Strategic Partners and other cross-functional leaders, this position helps foster a culture of learning, inclusion, and operational excellence. It also supports enterprise-wide initiatives tied to talent strategy, cultural transformation, and change enablement—all aligned to the organization’s mission and evolving strategic priorities.

Essential Job Functions

  • Manages complex, multi-level client relationships and collaborates with HR Strategic Partners, other HR stakeholders, and organizational leaders to ensure alignment and integration of organization effectiveness strategies. Partners across the enterprise to deliver data-informed, scalable solutions that support transformation, drive performance, and enable strategic outcomes.

  • Works closely with the Director of Organization Effectiveness, HR Strategic Partners (HRSPs), and other Center of Excellence (COE) leaders to plan and execute key organizational strategies and initiatives that bring the organization’s Vision, Mission, and Strategic Plans to life. Collaborates across functions to ensure alignment, integration, and impact in driving sustainable organizational change.

  • Applies Lean, Agile and Whole Brain Thinking methodologies to identify opportunities for continuous improvement across HR processes and solutions. Actively supports the development of HR Strategic Partners (HRSPs) by building their change capability and equipping them with tools and strategies to lead and sustain transformation within their areas.

  • Leads and supports organization-wide initiatives by conducting diagnostics, identifying targeted interventions, facilitating team sessions, developing communication strategies, and anticipating change management needs to remove barriers to success. Actively supports and facilitates Team Activation sessions across the ministry—both in-person and virtually—to strengthen alignment, engagement, and performance across teams and functions.

  • Partners with clients to define project goals, establish clear milestones, assemble the right team, and identify necessary resources. Oversees execution to ensure solutions are delivered efficiently, effectively, and on time.

  • Delivers ongoing updates on initiative progress and outcomes. Measures success and impact using established departmental processes and metrics to ensure continuous learning and improvement.

  • Proactively identifies opportunities for innovation and improvement, initiating efforts to explore alternative solutions. Encourages leaders to challenge conventional thinking and rethink existing processes. Collaborates with Workforce Insights to leverage data and strengthen measurement of OE capabilities, using diverse inputs to inform, refine, and expand the impact of organizational effectiveness strategies.

  • Actively builds Organization Effectiveness and Change Management capabilities within the HR Strategic Partner organization through strategic partnership, consultation, and knowledge sharing. Supports learning through workshops, team activations, and targeted development sessions to embed core practices that drive sustainable impact.
