Job summary

Belcan seeks an Oracle Fusion HCM/Payroll Lead to support a major Virginia public utility in Hampton Roads. You will oversee HR, Payroll, Time & Labor, Benefits and Absence for 1,000+ employees, ensuring VRS compliance and complex leave rules.

You must have 7+ years of Oracle Fusion HCM/Payroll delivery experience, with public-sector payroll and retirement rule design. This on-site role offers a competitive package and opportunities to drive process improvements and knowledge transfer.

Qualifications

• 7+ years of Oracle implementation experience (RFP minimum).
• Experience with Oracle Fusion HCM and Payroll implementation.
• Experience with complex public-sector payroll, retirement (e.g., VRS), and leave administration.
• Ability to serve as named Key Personnel on a government proposal, including reference checks and client interviews.
• Bachelor's degree in HR, Business, IT, or related field.

Responsibilities

• Lead design and configuration of Oracle Fusion HCM: HR, Payroll, Time & Labor, Benefits, Absence, and self-service.
• Own payroll parallel testing and reconciliation for a bi-weekly payroll of 1,000+ employees.
• Design VRS retirement and complex leave/short-term disability rules and integrations.
• Drive HR process improvement and automation rather than replicating legacy practices.
• Provide knowledge transfer and documentation to HRSD HR and Payroll staff.
