Job summary

Plains is seeking an HSE Analyst - Operator Qualification Analyst to support OQ compliance efforts and coordinate training programs. The role reports to the HSE Training Manager and involves developing and unifying OQ standards across the program.

The selected candidate will assist in creating Plains-specific training materials, manage documentation, and help coordinate training events and evaluations. A high school diploma or GED is required, with travel up to 30% and a preference for a college

Qualifications

  • A high school diploma or GED required; college degree preferred.
  • Superb verbal and written communication skills; able to work with varied experience levels.
  • Ability to organize, prioritize daily work, and maintain confidentiality.
  • Must be able to travel up to 30%.
  • Proficient in Microsoft Office; strong computer skills.
  • Working knowledge of 49 CFR 192 and 195 preferred.
  • Experience with Learning Management Systems preferred.
  • Understanding of Operator Qualification Rule and Programs preferred.
  • Cleared criminal history and satisfactory references.
  • Authorized to work in the U.S.; not eligible for visa sponsorship.

Responsibilities

  • Maintain understanding of Operator Qualification regulations and guidance.
  • Assist in development and improvement of the OQ Program.
  • Ensure OQ documentation reflects current standards.
  • Assist in Plains-specific OQ training and evaluation.
  • Produce clear instructional materials.
  • Manage contractor compliance efforts.
  • Coordinate OQ compliance systems with vendors.
  • Assess third-party training providers' OQ content.
  • Establish employee OQ profiles in LMS and other repositories.
  • Manage OQ evaluator training and statuses.
  • Support OQ compliance training efforts and training events.
