Job summary

Plains Midstream Canada (PMC) seeks a Health, Safety & Environment Specialist for Gulf Coast operations in San Antonio or Houston. The role is field-based (~75%), with a 24/7 incident rotation and overnight travel.

You will ensure compliance with OSHA, EPA, and PHMSA regulations, train teams on SPCC/FRP, manage Tier II reporting, support remediation, and coach field staff on safety standards.

Qualifications

  • Bachelor's degree required; 5–7 years of experience strongly preferred; industry certifications may substitute.
  • Strong knowledge of federal and state regulations affecting pipeline, terminal, and trucking operations (OSHA, EPA, PHMSA).
  • Excellent communication, coaching, and collaboration across teams.
  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint).
  • Ability to obtain a TWIC credential and valid driver's license.

Health, Safety & Environment (HSE) Specialist

Location: Gulf Coast (San Antonio, TX or Houston, TX)

Reports to: Gulf Coast Regional HSE Manager. The role is field‑based (~75%) and includes a 24/7 incident rotation and overnight travel.

Responsibilities
  • Maintain compliance with local, state, and federal environmental regulations (air, water, waste) and support the enhancement of environmental programs.
  • Review, update, and train teams on site‑specific response plans (SPCC, FRP, Security).
  • Manage TierII reporting and support remediation activities through inspection, sampling, and closure.
  • Support safe pipeline and facility operations by reviewing and updating plans, procedures, and systems.
  • Partner with Operations during external regulatory inspections (EPA, DOT, etc.) and internal audits, including multimedia assessments and Maximo PM reviews.
  • Lead or support incident and accident management activities, including spill reporting, investigations, and root‑cause analysis.
  • Participate in key safety programs such as MOC, Industrial Hygiene monitoring, HSE training, and driver safety initiatives.
  • Coach and mentor field employees on safety expectations, policies, and best practices.
  • Conduct and document field safety evaluations, work permit reviews, and environmental inspections.
  • Provide contractor safety oversight through assessments and site visits.
  • Maintain accurate electronic compliance records (Maximo, Windows Explorer).
  • Stay current on regulatory changes through industry groups, networks, and professional forums.
Qualifications
  • Bachelor’s degree in Occupational Health & Safety, Science, or a related technical field; 5–7years of experience strongly preferred (industry certifications may substitute).
  • Strong knowledge of federal and state regulations affecting pipeline, terminal, and trucking operations; familiarity with OSHA, EPA, and PHMSA requirements.
  • Skilled communicator able to influence, coach, and collaborate across teams.
  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint).
  • Detail‑oriented, organized, and able to work independently while supporting shared team goals.
  • Ability to obtain a TWIC credential; valid driver’s license with an acceptable driving record.
  • Successful completion of background checks, reference checks, and participation in required Medical Surveillance and Drug & Alcohol programs (OSHA29CFR1910.120; PHMSA49CFRParts192,199), including pre‑employment testing.
