Job Description: Operations Manager at Terrestris

Are you seeking a challenge and opportunities for professional growth? Terrestris is looking for an Operations Manager to support Professional Support Services (PSS) for SEA 21, Naval Sea System Command's (NAVSEA) Director of Surface Ship Maintenance, Modernization, and Sustainment in Washington, D.C.

Role Overview: The Operations Manager will oversee and coordinate PSS delivery supporting SEA 21, managing multiple task orders and contracts, ensuring performance, personnel management, and client engagement to sustain surface fleet readiness.

Daily Responsibilities:

  • Lead daily operations of PSS contracts supporting SEA 21 divisions.
  • Manage project timelines, deliverables, and performance metrics.
  • Oversee multidisciplinary teams including analysts, engineers, logistics, and administrative staff.
  • Serve as the primary liaison with government stakeholders, subcontractors, and internal teams.
  • Ensure compliance with NAVSEA policies, security, and contractual obligations.
  • Conduct risk assessments and implement mitigation strategies.
  • Provide strategic recommendations for workforce planning and process improvements.
  • Coordinate reporting, staffing, invoicing, and deliverables.
  • Support business development and proposal efforts.

Qualifications:

  • Active Secret Clearance.
  • Authorization to work permanently in the U.S. without sponsorship.
  • Bachelor’s Degree in any field.
  • At least 10 years of experience managing government contract operations, preferably within NAVSEA or DoD.
  • Knowledge of Navy surface ship maintenance and modernization processes.
  • Experience leading cross-functional teams and managing complex programs.
  • Strong organizational, communication, and leadership skills.
  • Proficiency in Microsoft Office, project management tools, and familiarity with DoD systems.

Preferred Experience:

  • 12+ years managing government contract operations.
  • PMP or DAWIA Program Management Level II/III certification.
  • Experience supporting SEA 21 or similar NAVSEA programs.
  • Understanding of NAVSEA PSS contracts and performance-based logistics.
