Job summary

Mountain Line in Flagstaff seeks an Operations Manager to lead safe, reliable fixed-route transit service. You will oversee Dispatchers, Supervisors, and Ambassadors, ensuring day-to-day operations meet service standards and customer expectations.

You will partner with leadership to optimize performance and throughput across multiple routes. The role requires experience in transit or operations management, strong scheduling and data-analysis skills, and excellent communication.

• Ensure compliance with safety practices and regulatory requirements, and manage incidents/detours as needed.

Company Description: Mountain Line is the public transit agency serving northern Arizona, providing fixed-route bus service across nine routes, paratransit service, vanpool options, and seasonal Mountain Express service to Arizona Snowbowl. Position Summary: The Operations Manager is responsible for the safe, reliable, efficient, and customer-focused delivery of fixed-route transit service. Through direct oversight of Transit Dispatchers, Transit Supervisors, and Transit Ambassadors, this position is accountable for day-to-day service delivery, operational performance, workforce deployment, service reliability, incident response, detour management, customer experience, and operational readiness.

The Operations Manager serves as the primary leader responsible for ensuring transit service is delivered in accordance with established service standards and organizational goals. The position partners closely with Driver Managers and the Deputy General Manager of Operations to establish performance expectations, monitor operational results, and implement strategies that support continuous improvement and organizational success. Serves as the primary leader accountable for fixed-route service delivery and operational performance through the management of Dispatchers, Transit Supervisors, and Transit Ambassadors.

Qualifications

• Experience in transit, transportation, or operations management, including oversight of daily service delivery and staff supervision.
• Strong skills in scheduling, resource planning, and coordinating multi-route or multi-service operations in a fast-paced environment.
• Knowledge of safety practices, regulatory compliance, and incident response procedures within a public transportation or similar setting.
• Proficiency in operational data analysis, reporting, and use of dispatch or scheduling software to improve efficiency and service quality.
• Effective communication and interpersonal skills for working with operators, dispatchers, leadership, and community stakeholders.
• Demonstrated ability to lead teams, manage performance, resolve conflicts, and support a culture of accountability and customer service.
• Strong organizational and problem-solving abilities, with attention to detail and sound judgment under pressure.
• Relevant education such as an associate or bachelor’s degree in transportation, business, public administration, or a related field, or equivalent experience.
• Availability to work varied hours as needed to support operational requirements, including early mornings, evenings, or weekends.
• Valid driver’s license and ability to meet any agency-specific driving or background requirements.
