Job summary

State of Wisconsin's Department of Agriculture, Trade and Consumer Protection (DATCP) seeks an Operational Quality Manager to lead bureau program analysis, improve processes, and oversee IT project implementations. The role involves coordinating evaluations, maintaining the bureau’s SharePoint site, and leading quality assurance efforts.

Travel about 5% and a 12-month probation are required. The position is based in Madison with a remote-work option up to 6 days per 2 weeks and a starting pay

The DATCP currently has an opening for a Operational Quality Manager (Program and Policy Analyst – Adv) position within the Division of Agricultural Resource Management, Bureau of Agrichemical Management.

This position is located at the Prairie Oaks State Office Building situated on Madison’s southeast side and a beautifully wooded and scenic hilltop venue. Remote Work Option:

This position may have the ability to work remotely up to 6 days per 2-week pay period! An approved remote work agreement is required before an employee may work remotely. Approval of the employee’s remote work agreement and work schedule will vary based on the operational needs of the Division. All DATCP employees who work remotely are required to live in Wisconsin.

Position Summary

This position serves as a professional program staff person responsible for bureau program analysis and planning, including the use of technology and performance metrics to improve business operations, systems, etc. The position will play a significant role in decision making within the assigned scope of responsibility; an in-depth understanding of bureau programs and operations is needed.

In addition, the position will serve as the operational quality manager for the bureau, with duties related to: coordinating bureau program evaluations, developing and implementing a process/procedure auditing programs, development and maintenance of the bureau’s SharePoint site, and maintenance of the bureau’s quality management plan/quality assurance project plan.

This position also provides leadership to the bureau’s SharePoint User team and provides project management for the development and implementation of agency approved IT projects in the bureau. This position is responsible for analyzing bureau IT processes and systems to identify changes to improve efficiency. This position develops and maintains the bureau’s SharePoint site and process.

The classification of this position is Program and Policy Analyst – Adv , which is in schedule-range 07-03 with a starting pay between $36.00-$42.00 per hour ($74,880-$87,360 annually) based on qualifications.

This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan at the time of hire.

Qualifications

Minimally qualified candidates will have each of the following:

• Experience conducting program analysis and evaluation, including business processes, operational data, or program outcomes and using the results to recommend improvements to policies, procedures, systems, or operations.
• Experience developing, implementing, or evaluating organizational policies, procedures, or quality-management processes, such a standard operating procedures, quality plans, work planning processes, or program evaluation methodologies.
• Experience leading or coordinating projects involving business processes and information technology systems, including gathering of business requirements, evaluating workflows, working with technical and nontechnical stakeholders, and implementing technology-based process improvements.

In addition to the minimum qualifications above, highly qualified candidates will have one or more of the following:

• Experience leading complex program evaluation, strategic planning, and performance measurement initiatives, including developing evaluation methodologies, establishing performance metrics, analyzing operational data, and presenting findings to senior management.
• Experience developing and administering quality-management, quality assurance, or process-auditing programs, including developing quality plans, evaluating program effectiveness, identifying systemic or procedural deficiencies, and implementing corrective or continuous-improvement measures.
• Experience leading enterprise-level business process and information-technology improvement projects, including analyzing business requirements and workflows, coordinating with management and IT professionals, developing or implementing technology solutions such as SharePoint, CRM, database/reporting systems.
