Job summary

ICON Consultants in Houston, Texas, seeks an Onsite Staffing Program Manager to lead the client’s contingent workforce program on-site in Bernville, PA. You will manage payrolled associates, direct sourcing initiatives, and candidate pipelines while partnering with client stakeholders to deliver exceptional service and workforce outcomes.

You will oversee onboarding, engagement, retention initiatives, and compliance, acting as a trusted advisor to hiring managers and leadership.

Qualifications

• Bachelor's degree in HR, business, management, or related field or equivalent work experience.
• 3+ years in staffing, recruitment, workforce management, MSP, RPO, direct sourcing, or talent acquisition.
• Experience supporting contingent workforce programs or onsite staffing operations.
• Experience in candidate sourcing, recruitment, and talent pipeline development.
• Strong client relationship management and stakeholder engagement skills.
• Experience managing employee relations and workforce engagement initiatives.
• Strong problem-solving, organizational, and communication skills.
• Proficiency with ATS, CRM platforms, and workforce management technologies.

Responsibilities

• Serve as the primary on-site representative for the staffing partner and client.
• Build and maintain strong client relationships and conduct workforce planning discussions.
• Lead direct sourcing operations and manage talent pipelines for current and future needs.
• Source, screen, and onboard contingent workers and payrolled associates.
• Develop talent communities and coordinate recruitment campaigns and engagement activities.
• Ensure compliance with client policies and staffing program requirements.
• Drive workforce retention and employee experience improvements.
• Monitor program metrics and partner with recruitment teams to align sourcing strategies.
