Job summary

Collins Aerospace, an RTX company, is seeking an experienced Program Chief Engineer (PCE) to lead engineering on a DoD-grade communications program. The PCE owns technical requirements, cost, and schedule and serves as the single Engineering point of contact with the Program Office and customer.

You will direct overall engineering execution, run EBRs and EPRs, manage budgets and staffing, and provide timely status across engineering organizations while mitigating risks and pursuing opportunities

Qualifications

• Experience as a Technical Program Manager, Program Engineer, Project Engineer, or IPT Lead.
• Working knowledge of multiple engineering disciplines with a strong focus on communications systems development.
• Working knowledge of EVMS.
• Experience in all phases of development program lifecycle.
• Experience in Risk and Opportunity management.
• Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience.

Responsibilities

• Ensure overall Engineering execution within the program – including the decision authority over Engineering activities.
• Conduct Engineering Bid Reviews (EBRs) and Engineering Program Reviews (EPRs).
• Support Program Management Reviews (PMRs) for all Engineering matters.
• Manage overall budget and schedule for Engineering tasks, working closely with the engineering discipline organizations to review program execution on a periodic basis to ensure schedule and cost remain on target.
• Develop executable Estimates at Completion (EAC) for the program in collaboration with the responsible Engineering Cost Account Managers (CAMs).
• Ensure staffing forecasts are accurate and up to date, and work with Engineering discipline organizations to ensure appropriate staffing is assigned.
• Provide oversight and review all program metrics for engineering.
• Oversee and manage engineering Risks and Opportunities across the program, leveraging the enterprise to mitigate key risks and capture opportunities.
• Ensure effective engineering management of suppliers in accordance with subcontractor statement of work, requirements specifications, and engineering processes.
• Identify and exploit synergies across programs and across the Enterprise.
• Provide accurate and timely status reports to Program and Engineering organizations.
