Job summary

Systems Planning and Analysis, Inc. (SPA) seeks an Instructional Systems Designer (ISD) eLearning to support NATO education and training solutions onsite in Norfolk, VA.

You will collaborate with SMEs and NATO partners to design, develop, and assess courses using ISD methodologies, produce storyboard-based content, and ensure compliance with NATO standards. Domestic travel and active NATO clearance are required.

Qualifications

• Bachelor's degree in Education and Training Development or related fields with 3+ years as an instructional systems designer
• 3+ years of e-learning development experience in the last 5 years
• Experience communicating with clients, SMEs, and stakeholders throughout the instructional design process
• Experience with state-of-the-art e-learning authoring tools to develop SCORM compliant content
• Experience developing content within LMS platforms (e.g., Moodle)
• Portfolio demonstrating contributions to at least three e-learning projects with sample storyboards
• Active NATO or National Secret security clearance
• Valid NATO Nation passport with no travel restrictions to NATO nations
• Able to work onsite based on client needs

Responsibilities

• Design, develop, and improve NATO education and training solutions
• Conduct needs analyses with SMEs, NATO Nations, Partners, and stakeholders
• Translate needs into measurable learning objectives and course structures
• Develop instructional content using ISD methodologies, including storyboard-based and rapid development
• Implement instructional strategies and develop pre-, formative, and summative assessments
• Provide ISD support and QA to NATO course providers
• Facilitate instructor-led activities in virtual and residential settings
• Communicate with clients and project teams and monitor progress
• Research and recommend emerging learning technologies and best practices
• Travel to NATO Education and Training Facilities ~2–3 times per year
