Job summary

Systems Planning and Analysis, Inc. (SPA) in Norfolk, VA seeks an Instructional Systems Designer (ISD) eLearning specialist to design and deliver NATO education solutions. You will collaborate with SMEs and stakeholders to identify needs, develop course structures, and create engaging content using ISD methods.

You will lead assessments, support instructor-led activities, and ensure deliverables meet NATO standards. Willingness to travel 2–3 times/year and onsite work are required.

Qualifications

• Bachelor’s degree in Education and Training Development or related field with 3+ years of ISD experience.
• 3+ years of experience in e-learning development within last 5 years.
• Experience communicating with clients, SMEs, and stakeholders throughout the instructional design process.
• Experience using SCORM-compliant authoring tools.
• Experience developing content within LMS platforms such as Moodle.
• Portfolio demonstrating contributions to at least three e-learning projects with sample storyboards.

Responsibilities

• Design, develop, and continuously improve NATO education and training solutions.
• Translate needs into measurable learning objectives and create course structures, modules, and assessments.
• Develop engaging content using ISD methodologies and rapid development approaches.
• Create pre-, formative, and summative assessments and ensure quality assurance across deliverables.
• Engage with clients, SMEs, and project teams to ensure timely delivery and alignment with objectives.
• Travel to NATO Education and Training Facilities two to three times per year for on-site support.
