Job summary

RCHDC seeks an On-Site Property Manager to organize and administer the apartment complex, verify eligibility for government programs, and enforce occupancy rules per policy. The role requires living on-site; a two-bedroom apartment and utilities are provided as additional compensation.

Responsibilities include reviewing applications, processing moves, coordinating maintenance, and ensuring timely turnover of vacant units while supporting residents with services and community programs in rural

Qualifications

• Must have good writing and math skills.
• Must be well organized and thorough.
• Must be able to work and make decisions without supervision.
• Bookkeeping experience helpful, but not required.
• Familiarity with landlord/tenant law helpful.
• Previous management experience.
• Ability to work with low-income residents.
• Must obtain USDA Rural Development Manager Certification within six months.
• Possession of a valid California Driver’s License and reliable transportation.
• Working knowledge of Microsoft Office; proficient in Excel, Word.

Responsibilities

• Review tenant applications for eligibility; show available units.
• Follow program guidelines (TCAC, HOME, HUD, USDA).
• Maintain move-in and vacancy files; coordinate turnovers.
• Distribute rent bills; collect rent and deposits; liaise with accounting.
• Complete lease forms and occupancy paperwork; explain terms.
• Instruct tenants in emergencies and rules; maintain tenant history logs.
• Conduct annual inspections and prepare refund statements.
• Coordinate community events and social programs.
