Job summary

Jacksonville Housing Authority seeks an on-site Facilities Engineer to oversee daily construction and maintenance, ensuring projects meet budgets and quality standards. The role requires leadership across regional teams, safety compliance, and effective communication with residents and vendors.

The ideal candidate will manage preventive maintenance programs, review plans, and coordinate with the Regional Facilities Engineer to support NSPIRE compliance and timely project completion.

Qualifications

• Requires an Associate’s degree in Facilities Management, Engineering, Construction, or related field with 5+ years in facilities engineering or regional/multi-site leadership.
• Or 7+ years in facilities engineering with regional/multi-site leadership.
• Professional certifications such as OSHA; PMP/CAPM advantageous.
• Proficiency in BMS, Yardi, AutoCAD, SAP, MS Office; knowledge of building codes and construction principles.
• Strong project management, communication, and organizational skills.

Responsibilities

• Supervise daily building operations, construction/renovation crews, ensuring safety and quality.
• Plan and schedule work, allocate resources and sequence tasks to meet timelines.
• Review blueprints and construction documents to maintain accuracy and compliance.
• Enforce safety, OSHA compliance, and site safety protocols; conduct inspections.
• Coordinate with stakeholders including engineers, managers, residents, and vendors.
• Provide on-site training and mentorship to crew members.
• Address on-site issues to prevent delays and manage material shortages.
• Maintain records of daily activities, labor, materials, and costs.
• Oversee contractor coordination for maintenance, repairs, and construction.
• Lead NSPIRE compliance inspections and corrective actions.
• Develop and monitor preventive maintenance programs.
