Qualifications

  • Requires an Associate’s degree in Facilities Management, Engineering, Construction, or related field with 5+ years in facilities engineering or regional/multi-site leadership.
  • Or 7+ years in facilities engineering with regional/multi-site leadership.
  • Professional certifications such as OSHA; PMP/CAPM advantageous.
  • Proficiency in BMS, Yardi, AutoCAD, SAP, MS Office; knowledge of building codes and construction principles.
  • Strong project management, communication, and organizational skills.

Responsibilities

  • Supervise daily building operations, construction/renovation crews, ensuring safety and quality.
  • Plan and schedule work, allocate resources and sequence tasks to meet timelines.
  • Review blueprints and construction documents to maintain accuracy and compliance.
  • Enforce safety, OSHA compliance, and site safety protocols; conduct inspections.
  • Coordinate with stakeholders including engineers, managers, residents, and vendors.
  • Provide on-site training and mentorship to crew members.
  • Address on-site issues to prevent delays and manage material shortages.
  • Maintain records of daily activities, labor, materials, and costs.
  • Oversee contractor coordination for maintenance, repairs, and construction.
  • Lead NSPIRE compliance inspections and corrective actions.
  • Develop and monitor preventive maintenance programs.

POSITION DESCRIPTION

REPORTS TO:Regional Facilities Engineer SALARY RANGE:$55,000 – $65,000

POSITION SUMMARY

The Facilities Engineer is an on ‑ site leader responsible for overseeing daily construction and maintenance activities to ensure projects are completed on time, within budget, and to quality standards.

DUTIES AND RESPONSIBILITIES
  • Supervise crews and subcontractors: Direct daily building operations, construction/renovation crews, ensuring tasks are performed correctly, safely, and promptly
  • Plan and schedule work: Create daily work schedules, allocate resources, and sequence tasks to meet project timelines
  • Review plans and specifications: Interpret blueprints, construction documents, and contractor instructions to maintain accuracy and compliance
  • Enforce safety and code compliance: Monitor adherence to building codes, OSHA regulations, and site safety protocols; conduct inspections and correct hazards
  • Coordinate with stakeholders: Communicate progress, issues, and updates to Regional Facilities Engineer, property/portfolio managers, JHA internal departments, residents and vendors to support operational needs and project timelines
  • Train and mentor workers: Provide on ‑ the ‑ job training, safety instruction, and performance guidance to crew members
  • Problem ‑ solve on site: Address issues quickly to prevent delays, such as building facilities, equipment failures, material shortages, or design conflicts
  • Maintain records: Keep logs of daily activities, labor attendance, material usage, and cost tracking
  • Maintain site order: Ensure the work area is clean, organized, and compliant with contract standards
  • Contractor Coordination: oversee third-party contractors for specialized maintenance, repairs, and construction work
  • Leadership, communication, time management, and ability to read/interpret blueprints
  • Emergency Response: Coordinate responses to facility emergencies, ensuring swift and effective resolution
  • Oversee NSPIRE compliance: Conduct routine inspections of dwelling units, common areas, building systems, and site components to identify and correct deficiencies in accordance with HUD's National Standards for the Physical Inspection of Real Estate (NSPIRE); coordinate corrective actions and maintain documentation to support compliance
  • Manage preventive maintenance programs: Develop, implement, and monitor preventive maintenance schedules for building systems, equipment, and property assets to maximize operational efficiency, extend asset life, minimize emergency repairs, and ensure regulatory compliance
  • Additional duties as assigned
QUALIFICATIONS

Required a combination of minimum Associate’s degree in Facilities Management, Engineering (Mechanical, Civil, Electrical, Industrial, Environmental), Construction, or a related field along with experience of at least five (5+) years in facilities engineering or a related role; with proven leadership experience in a regional or multi-site capacity preferred.

Or at least seven (7+) years in facilities engineering or a related role; with proven leadership experience in a regional or multi-site capacity preferred.

Certifications: Professional certifications such as OSHA safety training; additional project management credentials (PMP, CAPM) are advantageous

Technical Skills: Proficiency with Building Management Systems (BMS), Yardi, AutoCAD, SAP, MS Office, and knowledge of structural codes and construction principles.

Soft Skills: Strong project management, problem-solving, communication, and organizational skills

Physical ability: Willingness to perform hands ‑ on tasks and work in varied conditions

  • Ability to analyze information from inspections to determine the maintenance needs, and the quality of maintenance services provided.
  • Ability to develop plans and procedures for efficient and timely completion of work.
  • Ability to maintain records in an orderly fashion.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with supervisors, subordinates, co-workers, residents, contractors, and the general public.

Physical Demands

Work is principally physical and involves normal risks or discomforts associated with a skilled craftsman environment. Must be able to repeatedly lift and pull up to 50 lbs., bend, kneel, reach, stand, walk, push, pull, lift, grasp, feel, talk, hear, see, use repetitive motions, climb ladders, and other strenuous activities. Must be able to work in adverse Florida weather which includes extreme heat and humidity in the summer, and cold in the winter. Much of the work will be done in environments that do not have air conditioning or heating. May be subject to fumes, odors, dusts, gases, poor ventilation, intense noise, extreme temperatures, and travel.
