Job summary

The Minnesota Department of Administration is seeking an Office & Administrative Specialist Principal in St. Paul. This role serves as the primary back-up to the Central Mail supervisor, overseeing daily production, ensuring equipment operates, and supporting budgeting and production goals.

The purpose of this position is the primary back up to the Central Mail supervisor, overseeing daily production, ensuring equipment is operational, staff have what they need to perform their jobs to meet daily and monthly production and financial goals. This position further supports the Central Mail supervisor through production and budget This position serves as one of two system administrators for Central Mail’s invoicing system – Slingshot by Avanti Systems. Additionally, this position is the onsite postal coordinator and consultant on behalf of Central Mail staff for state agencies and local units of government. As the pivotal link to Central Mail’s inkjet addressing service, this position coordinates the production of agency and Central Mail customer mail to ensure mailing deadlines are met. Mail projects require successful coordination of programming and manipulation of data within the BCC Mail Manager software for use with the ink jet equipment to ensure mailings are completed in compliance with USPS regulations. Production scheduling between fold/insert and ink jet, plus meters and OCR areas requires familiarity and working knowledge of all equipment in Central Mail.

Minimum Qualifications

Preferred Qualifications
  • Experience with ink-jet addressing equipment and BCC Mail Manager software, or comparable mail production/data manipulation software.
  • Experience operating or overseeing high-volume mail processing equipment, including folder/inserters, postage meters, and OCR sorting systems.
  • Current ALP (Authorized Postal Provider) buyer's certification, or eligibility to obtain within 6 months of hire.
  • Experience with invoicing, billing, or financial tracking systems (e.g., Avanti Slingshot or similar), including system administration duties.
  • Ability to maintain a high level of confidentiality and a thorough knowledge of data privacy laws.
Physical Requirements

a pre-employment physical (CRT test requirement minimum is light-medium, ex: able to lift 13-21 lbs frequently 100-300 reps an hour).
