Job description

Position Summary

The Occupancy Specialist works at HSL Stoughton LLC & Simon C. Fireman Community as part of Hebrew SeniorLife’s Property Management team under the direction of the Director of Occupancy & Compliance, Supportive Housing. The role assists with the day-to-day operation of HSL Stoughton LLC & SCFC, including implementing the Tenant Selection Plan, managing the waiting list, handling rental inquiries, leasing apartments, and completing tenant initial and annual recertifications according to HUD and all other federal, state and local guidelines including fair housing regulations.

The Occupancy Specialist coordinates rental activities with the Facilities Department and works closely with staff from all departments to support residents. The position requires excellent customer service skills, patience, kindness, understanding, and the ability to handle stressful situations and difficult interactions. It also demands an independent, self‑starter who can prioritize work, manage multiple tasks, anticipate needs, and demonstrate initiative while building a supportive community. This role supports HSL Stoughton LLC & Simon C. Fireman’s mission of helping elders remain independent and active.

Position Responsibilities
  • Assist with leasing apartments at HSL Stoughton LLC & SCFC and other Hebrew SeniorLife affordable housing sites, meeting occupancy goals and complying with the Tenant Selection Plan and HUD, MassHousing, and Spectrum requirements.
  • Respond to telephone inquiries, explain housing program requirements, waiting list procedures, regulations, and mandatory meals program to applicants, and maintain regular contact as required.
  • Interview applicants and conduct building tours/apartment showings.
  • Maintain the waiting list and ensure compliance with all HUD policies related to wait‑list management and tenant selection regulations.
  • Process eligible applicants from application to admission under the Section 8 Program and Low Income Housing Tax Credit (LIHTC) by verifying income, assets, medical, and other expenses, and entering data into Yardi affordable housing software.
  • Assist residents in completing, understanding, and signing paperwork related to housing assistance to ensure program rule compliance.
  • Coordinate move‑outs/move‑ins and apartment renovations with the Facilities Department to facilitate quick unit turnovers, complete inspection forms, and coordinate responses.
  • Prepare annual resident income and expense recertifications and interim recertifications as required.
  • Maintain and update tenant files and archived documents.
  • Maintain records to ensure compliance with EOHLC, HUD, MassHousing, Spectrum, and all other federal, state, and local regulations.
  • Stay informed about regulations pertaining to the HUD Section 8 Rental Program & LIHTC through sources such as LeadingAge, Federal Register, HUD Handbooks, and workshops.
  • Assist residents’ needs and refer them to appropriate community services.
  • Monitor safety and well‑being of participants and seek assistance when necessary.
  • Graciously receive complaints and concerns and take action to correct issues.
  • Follow the rules set by the HSL Employee Handbook.
  • Perform other related duties as required or directed.
Qualifications
  • College degree and/or 3 years of experience in property management.
  • Certified Professional of Occupancy Certification or equivalent preferred.
  • Prior experience with the HUD Section 8 Affordable Housing Program and knowledge of HUD, MassHousing, and EOHLC regulations and policies preferred.
  • Prior experience with LIHTC and knowledge of Spectrum regulations and policies preferred.
  • Excellent written and verbal communication skills.
  • Proven skill using computers, with emphasis on Microsoft Word, Excel, and PowerPoint.
  • Experience with Yardi software or similar HUD Affordable Housing software preferred.
  • Exceptional organizational, customer service, teamwork, communication, and interpersonal skills required.
  • Ability to manage multiple tasks simultaneously, handle difficult situations, and demonstrate flexibility.
