Occupancy Specialist

We are seeking an accomplished and detail‑oriented Occupancy Specialist to join our property management team. The Occupancy Specialist will oversee a HUD/LIHTC affordable housing community. Reporting directly to the Community Manager, the Occupancy Specialist will be responsible for conducting, processing, maintaining, and managing HUD/LIHTC annual certifications while ensuring strict adherence to all regulatory requirements. This position is ideally suited for a proactive professional who excels in a compliance‑focused environment, demonstrates exceptional organizational skills, and is adept at managing multiple projects while fostering effective collaboration with both site and corporate teams.

Responsibilities
  • Conduct, process, and manage HUD/LIHTC annual certifications
  • Lead the tax‑credit evaluation process, initial certifications, and recertifications
  • Audit resident files and recertification documentation to ensure compliance with program requirements
  • Maintain accurate and complete resident files in accordance with regulatory standards
  • Prepare for and support agency, owner, and investor audits and inspections, including responding to findings
  • Monitor monthly compliance reporting and follow up on deficiencies
  • Maintain procedures for record retention compliant with LIHTC regulations
  • Work closely with the Regional and Community Manager and onsite staff to ensure consistent compliance practices, including determining eligibility for continued occupancy, processing potential resident applications, processing interim certifications as needed, and ensuring proper calculation of income, assets and rent levels
  • Communicate effectively with residents, staff, and external agencies
  • Remain up‑to‑date on all developing compliance requirements
  • Demonstrate outstanding customer service and proactive, timely, responsive and professional communication skills that contribute to an environment characterized by professionalism, teamwork and mutual respect for staff
Qualifications
  • 2+ years of experience in property management
  • Knowledgeable with respect to affordable housing programs, LIHTC, federally‑assisted, and all state and local housing regulations
  • Certified LIHTC TCS, (C3P), HCCP, COS, or equivalent affordable housing certification preferred
  • Experience in the field of low‑income housing and tax credit programs, particularly public housing and Section Eight
  • Computer literate, flexible and able to assist with all aspects of leasing and day‑to‑day property functions; experience with Microsoft Office
  • Outstanding reading and writing skills required (fluency in English)
  • Extensive experience and familiarity with affordable housing requirements (HUD, REAC etc.), including serving in a lead capacity with preparation and compliance
  • Knowledge of laws and standards that apply to property management, such as Fair Housing Laws, Landlord‑Tenant Law, OSHA Standards, local and state building codes

Compensation and Work Hours
