Job summary

Position Summary

The Occupancy Specialist works at HSL Stoughton LLC & Simon C. Fireman Community as part of Hebrew SeniorLife’s Property Management team under the direction of the Director of Occupancy & Compliance, Supportive Housing, to assist with the day‑to‑day operation of HSL Stoughton LLC & Simon C. Fireman Community. The Occupancy Specialist is responsible for implementing HSL Stoughton LLC & SCFC’s Tenant Selection Plan by managing the waiting list, handling rental inquiries, leasing apartments, and completing tenant initial certifications and annual recertifications according to HUD and all other federal, state and local guidelines including fair housing regulations. The role coordinates rental activities with the Facilities Department and works closely with other staff from all departments to support the residents.

Position Responsibilities
  • Assist with leasing apartments at HSL Stoughton LLC & SCFC and other Hebrew SeniorLife affordable housing sites, meeting occupancy goals and complying with the Tenant Selection Plan and HUD, MassHousing & Spectrum requirements.
  • Respond to telephone inquiries and explain housing program requirements, waiting list, regulations, and mandatory meal programs to applicants, maintaining regular and timely contact.
  • Interview applicants and conduct building tours and apartment showings.
  • Maintain the waiting list and ensure compliance with HUD policies related to wait‑list management and tenant selection regulations.
  • Process eligible applicants from application to admission under the Section 8 Program and Low Income Housing Tax Credit (LIHTC), verifying income, assets, medical and other expenses and entering data into Yardi software.
  • Assist residents in completing, understanding and signing all housing assistance paperwork to ensure compliance with program rules.
  • Coordinate move‑outs/move‑ins and renovation of apartments with the Facilities Department to turn units over quickly; complete move‑out and move‑in inspection forms and coordinate response with Facilities.
  • Prepare annual resident income and expense recertifications and interim recertifications as required.
  • Maintain and update tenant files and archived records, ensuring compliance with EOHLC, HUD, MassHousing, Spectrum and all other federal, state and local regulations.
  • Stay informed about regulations pertaining to the HUD Section 8 Rental Program & LIHTC through LeadingAge, Federal Register, HUD Handbooks, notices, emails, MassHousing publications, and training sessions.
  • Assist residents with referrals to community services and monitor their safety and well‑being, seeking assistance when necessary.
  • Graciously receive complaints and concerns; act to correct issues by making requests of others.
  • Follow the rules as set by the HSL Employee Handbook and perform other related duties as required or directed.
Qualifications
  • College degree and/or 3 years experience in property management.
  • Certified Professional of Occupancy Certification or equivalent preferred.
  • Prior experience with HUD Section 8 Affordable Housing Program and knowledge of HUD, MassHousing and EOHLC regulations and policies preferred.
  • Prior experience with LIHTC and knowledge of Spectrum regulations and policies preferred.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Word, Excel, and PowerPoint.
  • Experience with Yardi software or similar HUD affordable housing software preferred.
  • Exceptional organization, customer service, teamwork, communication, and interpersonal skills required.
  • Ability to manage multiple tasks simultaneously, handle difficult situations and demonstrate flexibility.

Salary Range: $50,950.20 – $71,330.27
