The incumbent will facilitate PSAP meetings, lead interagency coordination, and serve as a liaison during emergencies with NV EOC. Travel across Nevada is expected.

Job description

The Program Officer III serves as the State 9-1-1 Coordinator within the Technology and Mission Support portfolio of the Nevada Office of Emergency Management (OEM). This position is the State's point of contact for the Public Safety Answering Points (PSAPs) and for the stakeholders they answer to, including sheriffs, chiefs of police, other local law enforcement, county emergency managers, and service providers. The incumbent administers Nevada's statewide 9-1-1 program and represents the State's interests in 9-1-1 matters across urban and rural jurisdictions. The State 9-1-1 Coordinator builds and maintains the working relationships that hold the program together. The incumbent arranges PSAP meeting logistics, agendas, and minutes on a bi-monthly or as-needed basis, facilitates monthly conference calls with PSAP directors, attends Sheriffs' and Chiefs of Police Association meetings, conducts site visits, and maintains regular correspondence with PSAP leadership. The position assists PSAPs with the review of procedures intended to enhance 9-1-1 services statewide. The incumbent manages the statewide Next Generation 9-1-1 (NG9-1-1) deployment, coordinating the technical, operational, and policy work required to advance 9-1-1 technology, service, and emergency response. This includes tracking deployment progress across jurisdictions, coordinating with vendors and partner agencies, identifying gaps, and making recommendations and preparing submissions for management consideration. The position carries the fiscal side of the program. The incumbent prepares the financial overview of 9-1-1 surcharge revenues, distributions, and expenditures, and prepares the program's internal budget request on an annual basis. Accuracy and clear presentation matter here, because these products are relied on by OEM leadership, PSAPs, and external stakeholders. During emergency activations the State 9-1-1 Coordinator supports the Nevada Emergency Operations Center. The incumbent must be able to respond to any NV EOC activation 24 hours a day, 7 days a week upon request, supports continuity of emergency communications during statewide incidents, and works under time-sensitive conditions with evolving information. This role requires effective communication with partners who are not 9-1-1 specialists, the ability to explain technical and fiscal concepts clearly, and the judgment to work independently with minimal supervision. Candidates may come from public safety communications, dispatch, telecommunications, program administration, grants and fiscal administration, or other related fields; specific Nevada 9-1-1 experience is not required, and OEM provides training on State systems and emergency management workflows. Travel throughout Nevada for jurisdictional support is expected. OEM is committed to supporting professional growth in emergency communications and emergency management competencies.

Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment and two years of professional experience in planning, coordinating or administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; and development and implementation of eligibility requirements; OR graduation from high school or equivalent education and four years of professional experience as described above; OR one year of experience as a Program Officer II in Nevada State service; OR an equivalent combination of education and experience as described above.
