Job summary

State of Washington Dept. of Transportation is seeking a Transportation Engineer 4 – Project Controller to support delivery of critical transportation projects in the Northwest Region.

The role focuses on scheduling, budgeting, and project controls to ensure safe, reliable transportation for the traveling public. You will provide technical guidance, manage PMRS access and reporting, and collaborate with multiple teams to improve project delivery and decision-making.

Qualifications

  • Experience working effectively as a member of a project development and delivery team.
  • Experience independently applying policies, engineering principles, practices, and methods.
  • Experience developing and analyzing project data such as CPM logic diagrams, workforce projections, cash flows, expenditures, capital cost estimates, design estimates, and cost reports.
  • Experience providing support and training to a variety of customers.
  • Actively demonstrates a commitment to learning and growth.
  • Demonstrates a willingness to take action to meet the needs of others.

Responsibilities

  • Develop, maintain, and analyze critical path schedules for multiple projects, including baseline schedules, schedule templates, workforce projections, trend analysis, contingency planning, and project status reporting.
  • Develop, update, monitor, and analyze baseline and control budgets for assigned projects, including cost variances, spending forecasts, cost-to-complete analyses, and recommendations to address budget impacts.
  • Prepare and communicate schedule, budget, and project performance reports, identifying trends, changes, delays, risks, and impacts to support informed project delivery decisions.
  • Serve as the Northwest Region Administrator and subject matter expert for the PMRS, providing technical support, managing user access and permissions, creating project files, and maintaining reporting tools.
  • Provide technical guidance and training to project staff on scheduling software, PMRS, and project controls processes.
  • Collaborate with IT, Headquarters, project offices, and multidisciplinary teams to resolve system issues and improve project controls practices.
  • Participate as an active member of the Project Management and Controls team by attending meetings, offering schedule and budget expertise, and promoting best practices.
  • Perform project risk management activities by identifying, analyzing, monitoring, and reporting risks; evaluating impacts to scope, schedule, and budget.
