Job summary

SILTT is seeking a dynamic Network Operations Center Change Planning Manager to coordinate, govern, and improve end-to-end change management for a 24x7 network. You will chair the CAB, enforce ITIL best practices, and align engineering, facilities, and security to safeguard uptime and SLA compliance.

You will drive governance, risk assessment, and post-change reviews while integrating NOC with facilities and security to deliver reliable, auditable changes with minimal customer impact.

Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field.
• 10 years of experience in network operations, service delivery, or change management.
• 5 years in leadership or coordinator role in 24x7 environment.
• Strong understanding of ITIL Change and Release Management processes.
• Experience with ITSM platforms (ServiceNow, SolarWinds, LogicMonitor).
• ITIL v4 certification preferred; PMP desirable.

Responsibilities

• Own and administer the enterprise change management process (standard, normal, emergency).
• Facilitate weekly Change Advisory Board (CAB) and daily pre-change briefings to review, approve, and schedule maintenance activities.
• Maintain and publish the master change calendar with blackout windows and dependency mapping.
• Review and approve Risk Assessments, MOP, and rollback plans prior to change execution.
• Track and report change success rate, incidents caused by change, and overall compliance to SLAs.
• Lead post-change reviews and corrective actions for failed or emergency changes.
• Integrate NOC, Facilities, and Security maintenance events into a unified schedule.
• Ensure change windows are sequenced to avoid conflicts.
• Partner with Engineering, Infrastructure, and Application teams to plan releases.
• Oversee readiness gates, change freezes, and coordinated Go-Live activities for major upgrades.
• Maintain and refine change workflows in ITSM tools.
• Leverage dashboards showing change volume, approval time, and success metrics.
• Implement automation and self-service for low-risk standard changes.
• Ensure alignment with ISO 20000, ITIL, and internal audit requirements.
• Coach and mentor staff on change discipline and documentation standards.
• Escalate conflicts or emergencies; communicate with executives and vendors.
• Collaborate with QA, Incident, and Problem Managers for continuous improvements.
