Job summary

New Mexico Water Service seeks a Manager of State Operations to lead the NM water and wastewater systems, manage budgets, and ensure regulatory compliance. The role will report to leadership and involve coordinating with field teams, regulators, and community partners in Rio Communities, NM.

Qualifications

• Bachelor's degree in a related field is highly desired.
• Five years of progressively responsible management or supervisory experience.
• Five years in a water and/or wastewater utility operations, customer service, or related area.
• New Mexico Environment Department Public Wastewater Facility - Level 3 certification required; Level 4 desired.
• New Mexico Environment Department Water Supply - Level 2 certification required; Level 3 within 18 months; Level 4 desired.
• New Mexico Environment Department Water Distribution - Level 2 or 3 certification highly desired.
• Excellent written, verbal, and public speaking skills.
• Proficient in Microsoft Office.
• Valid New Mexico Driver License.

Responsibilities

• Manages staff, prioritizing and assigning work, conducting performance evaluations, overseeing training, and handling hiring/termination decisions.
• Oversees operations related to distribution, quantity and quality including maintenance, construction, and complex customer service issues.
• Prepares the Annual Operating Budget for all field activities and monitors expenses.
• Collaborates with Director, Subsidiary Operations and Engineering Capital Management to develop capital plans and ensure on-budget completion.
• Performs duty of Chief Operator and shift operator duties as needed.
• Ensures certified operators are trained to make decisions affecting water quality and quantity (SCADA).
• Provides oversight to system main repairs, service repairs, meter repairs, flushing, valve operations and fire hydrant programs.
