Job summary

Jobtailor in Portsmouth, VA, is seeking an IT Transformation Project Manager to lead cross-team efforts on DoD/Navy-focused NetOps initiatives. You will manage schedules, assess technology options, and coordinate with security for site access, while ensuring contractual performance and quality across multiple workstreams.

The role requires five years of IT project leadership, DoD/Navy experience, and a TS clearance, with PMP or ITIL v3 required and ITIL4-MP preferred.

Qualifications

• Minimum of five (5) years' experience managing IT transformation projects.
• At least two (2) years of the required experience directly related to NetOps C2 requirements, tech assessments, system design, or budget planning.
• Bachelor's degree in an IT-related discipline.
• Active Top Secret clearance required.
• PMP or ITIL v3 Intermediate certification required.
• ITIL 4 Managing Professional preferred.
• Demonstrated mastery of scope, schedule, cost, risk, and quality management and performance reporting on federal contracts.
• Experience managing enterprise IT service desk operations and end-user support in a Navy or DoD environment.
• Familiarity with QASP-aligned quality control, CDR/metrics reporting, and audit-ready documentation.
• Knowledge of Navy/DoD cyber and OPSEC requirements.
• Ability to coordinate with security for badges/CAC and site access.
• Proven success leading multi-shift, on-site teams with surge/after-hours support at an industrial base or shipyard.

Responsibilities

• Lead day-to-day tasking and cross-team coordination for IT transformation projects
• Build and manage project schedules; track milestones and dependencies
• Drive risk management by identifying, mitigating, and monitoring risks across workstreams
• Oversee quality management to ensure work meets standards and objectives
• Produce and deliver performance management reporting to stakeholders
• Ensure project activities align with NetOps C2 requirements and operational priorities
• Conduct or coordinate technology assessments; guide system design and systems analysis
• Provide programmatic support, including quality assurance, acquisition planning, and budget planning
• Lead multi-shift, on-site teams with surge and after-hours support
