Job summary

Star Nonemergent Transportation, LLC is seeking an experienced HR Manager in Modesto, CA. You will lead recruitment, onboarding, payroll, and compliance for a growing NEMT operation, while cross-training to cover dispatch, scheduling, billing, and administrative duties.

The role requires hands-on leadership, solid knowledge of employment laws, and the ability to support managers with employee relations while promoting safety and engagement across the organization.

Qualifications

• Bachelor's degree in HR, business administration, or related field.
• 3+ years of HR management experience in NEMT.
• Knowledge of HR best practices and employment laws.
• Strong organizational and multitasking abilities.
• Excellent communication and leadership skills.

Responsibilities

• Lead recruitment and hiring of NEMT drivers, dispatchers, and administrative staff.
• Manage onboarding, driver credentialing, background checks, and training.
• Oversee payroll, scheduling, and benefits administration.
• Ensure compliance with employment laws and NEMT regulations.
• Maintain HR records, including driver files and medical clearances.
• Support managers with employee relations and disciplinary actions.
• Cross-train on office functions to cover staff absences.
• Promote employee engagement and safety culture.
